Special Meeting Minutes July 9, 2012
The special meeting was called to order by Mayor Patrick J. Morris at 5:05 p.m., Monday, July
9, 2012, in the Council Chambers, 300 North"D" Street, San Bernardino, California. It moved to
the 6th Floor MIC conference Room at 5:12 p.m.
Roll Call
Present: Mayor Morris; Council Members Marquez, Jenkins, Valdivia, Shorett, Kelley,
Johnson, McCammack; City Attorney Penman; Jolena Grider, Stephanie Easland,
Acting City Manager Travis-Miller; Robert Heitzman, Paul Glassman, Tom
Clark, Michael Busch, Finance Director Jason Simpson, Teri Baker, City Clerk
Hanna.
1. CLOSED SESSION—PURSUANT TO GOVERNMENT CODE SECTION(S):
A. Conference with legal counsel - existing litigation- pursuant to Government Code

C. Conference with legal counsel - anticipated litigation - initiation of litigation -
pursuant to subdivision (c) of Government Code Section 54956.9.
D. Closed Session-personnel - pursuant to Government Code Section 54957.
E. Closed session with Chief of Police on matters posing a threat to the security of
public buildings or threat to the public's right of access to public services or
public facilities -pursuant to Government Code Section 54957.

City Attorney Penman announced that the following additional cases would be discussed
in closed session:
Allen J.A. v. City of San Bernardino—U.S. District Court, Case No. CV09-1388;
JLO (JCX)May. Cedric Sr. v. City of San Bernardino—U.S. District Court, Case No.
CV-10-00978 VAP (DTBX); and
Estate of Terry Nash v. City of San Bernardino — U.S. District Court, Case No.
CV09-08671 RGK.
2. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA
No public comments were received.
NOTE: A document titled, "City of San Bernardino Budgetary Analysis and
Recommendations for Budget Stabilization," dated July 9, 2012, was submitted
into the record and distributed to the Council for discussion at the next Council
meeting.

3. ADJOURNMENT
At 7:12 p.m., the Closed Session was continued to Tuesday, July 10, 2012, at 4:00 p.m.,
with Open Session at 5 p.m. in the Council Chambers of City Hall. The next joint regular
meeting of the Mayor and Common Council and the Mayor and Common Council Acting
as the Successor Agency to the Redevelopment Agency is scheduled for 1:30 p.m.,
Monday, July 16, 2012.
