Ordinarily, when the railroad installs the rubber padding, they also remove the existing track and install new track as well. When the three tracks were reinstalled, they were reconstructed at a substantially higher elevation than is indicated on the plans, with the track on the southern end of the crossing being approximately 14 inches above the elevation indicated on the plans, and the track on the northern end of the crossing being approximately 3 inches higher than the elevation indicated on the plans. The plans called for a minor amount of work to be performed by the City, which was to match the existing elevations on both sides of the railroad crossing. This included the construction of several catch basins and a minor amount of street work. However, the change in the elevation of the railroad crossing itself has impacted the match line on each side of the crossing. In order to provide a safe and smooth transition on each side of `rr the railroad crossing, it was necessary to expand the scope of work to be performed by the Contractor. Contract quantities on road work increased substantially, and the contract unit costs had to be renegotiated downward to reflect the additional work. This work was performed at the renegotiated total contract price of $90,551 .61. This extra work will provide for a safe railroad crossing, and enable the vehicles to traverse the crossing at normal speeds. There is a total of $9,784.00 in contingencies available to finance the costs of the extra work. However, Caltrans has agreed to participate to the extent of 908. Section 203 Federal-Aid Grade Crossing Funds have been provided to finance 908 of the cost for improving the crossing. Caltrans has indicated that this extra work will be eligible for financing with these Federal-Aid Funds. The City of Colton is responsible for 1/2 of the total project costs, since the west half of the grade crossing is within their jurisdiction. A request has been submitted to the Southern Pacific Railway Company to reimburse the City for those extra costs, since their actions necessitated the additional costs.
