Thank you ESR/dp`/ attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the January 24, 2000 Council meeting. CLASSIFIED GENERALFUND 1. Reaistered Veterinary Technician (Reader. Lisa)—Appointment ANIMAL CONTROL This position is being filled as a result of a vacancy in the Animal Control Department. This is a regularly staffed position, which provides supervision in the animal kennels. As a Registered Veterinary Technician, this person supervises the administration of all drugs and medical care for the animals in the shelter. In addition, this position is responsible for control and prevention of disease within the animal shelter. By treating most minor medical problems in the shelter, this position will save expenses normally incurred when animals must be transported to a veterinarian for medical treatment. 2. Identification Technician I (Martinez. Aurelio)—Appointment POLICE The Identification Bureau has an authorized strength of ten (10) ID Technician 1/11 positions and one (1) ID Technician III (Supervisor). Currently, one (1) ID Technician 1/II position is vacant a ten percent vacancy factor. The ID Bureau provides 24-hour, seven-day-a-week support service to Patrol and Investigations Division personnel. Cost savings associated with this vacancy are entirely offset with backfilling the position with full-time personnel working on an overtime basis. Filing this position will eliminate the need to backfill a vacant position, reduce overtime costs, reduce stress to incumbent ID Technician 11 personnel caused by working overtime and improve morale. 5. Refuse Operator II (Sommermever. Charles) —Appointment PUBLIC SERVICES This vacancy is a result of a promotion in the Residential Collection Division. It is necessary to fill this vacancy in order to maintain full collection capability on the residential side. A lack of filled positions results in the division being unable to complete collection service. It is the desire of the division to promote from within. #7 1/24/00
