Description) Finance: Council Notes: /j/4-OV0o Agenda Item No. azQ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution of the Mayor and Common Council of the City of San Bernardino in support of SB 984 establishing March 3151, Cesar Chavez's birthday, as a statewide holiday. Background: Cesar Chavez led a movement dedicated to improving the lives of farm workers in the United States. His efforts resulted in great advancements in the conditions under which farm workers labored, and ultimately in the passage of the Agricultural Labor Relations Act,the first law governing farm labor organizing. Cesar Chavez was awarded posthumously the nation's highest civilian honor,the Presidential Medal of Freedom, conferred by President Bill Clinton in 1994 for his outstanding contribution to our country. He was also inducted into the Labor Hall of Fame by the AFL-CIO. Senator Polanco has introduced Senate Bill 984 into the California State Legislature,which would establish March 31', Cesar Chavez's birthday, as a statewide holiday to be observed by all public schools and community colleges. March 31"would also become an annual paid holiday for state employees. The establishment of such a holiday would be a deserving recognition of the life of this outstanding Mexican-American labor leader, and also of the tremendous contribution to our state of the Mexican-American people. COPY 1 RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO IN SUPPORT OF SB 984 ESTABLISHING MARCH 31ST, 3 CESAR CHAVEZ'S BIRTHDAY,AS A STATEWIDE HOLIDAY. 4 Whereas, Cesar E. Chavez led a movement dedicated to improving the lives of those 5 who toil in the fields of our nation, and, 6 Whereas, Cesar E. Chavez led a five-year, non-violent boycott of grapes which led to monumental advancements, including the first labor contract for farm workers in the grape 7 fields, the outlawing of the back breaking short handle hoe in 1975 and the passage of the 8 Agricultural Labor Relations Act, which was the first law governing farm labor organizing in the continental United States, and, 9 Whereas, in recognition of Cesar Chavez's outstanding contribution to our country, in 10 1994, he was posthumously awarded the nation's highest civilian honor, the Presidential Medal 11 of Freedom, by President Bill Clinton, and he was also inducted into the Labor Hall of Fame by the AFL-CIO, and, 12 Whereas, Cesar E. Chavez, a Mexican American labor leader, is one of the heroic figures of the 208 century who led a movement dedicated to improving the life of those who toil in the fields of our nation, And Whereas, Cesar E. Chavez, as President of the United Farm Workers Union of America,AFL-CIO, made historic gains for farm workers by organizing them into the union, by conducting national boycotts, by mobilizing thousands to march, by activating picket lines for La Causa,by going on personal fasts in protest of anti worker practices by agribusiness including the use of dangerous pesticides, And Whereas, Cesar E. Chavez, led a five year non violent boycott of grapes which led to monumental advancements including the first labor contracts for farm workers in the grape fields, the outlawing of the back breaking short handle hoe in 1975 and the passage of the Agricultural Labor Relations Act which was the first law governing farm labor organizing in the continental United States. And Whereas, Cesar E. Chavez was also a national leader in the fight for civil rights and justice for Mexican Americans, Latinos, all racial minorities and women including that under his leadership, the union worked to register to vote and then mobilize Latinos to the polls on various labor and civil rights issues and to win greater Mexican American political representation, And Whereas, in recognition of Cesar Chavez's outstanding contribution to our country, in 1994,he was posthumously awarded the nation's highest civilian honor, the Presidential Medal of Freedom by President Bill Clinton. He was also inducted into the Labor Hall of Fame by the AFL-CIO, And Whereas, Cesar E.
