Description) Si nin & Stri in Materials Finance- Council Notes: f CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to establish "No Parking" zone on both sides of Waterman Avenue between Alexander Avenue and 30th Street. Backeround: At the meeting of December 7, 1998, the Mayor and Council approved the construction of a traffic signal at the intersection of 28th Street and Waterman Avenue. To maximize the additional safety the signal will provide within the area, it is recommended that a continuous left turn lane be installed on Waterman Avenue between 28th and 29th Streets. Left-turn pockets will also be installed for northbound traffic at 28th Street and southbound traffic at 29th Street. Since the roadway width is insufficient to accommodate the continuous left-turn lane, on- street parking will need to be eliminated on Waterman Avenue between Alexander Avenue and the eastbound Route 30 ramps. This area's land-use is approximately an equal split between residential and commercial. Eighteen letters were sent to the affected property owners and residents of the homes located between Alexander Avenue and 29th Street and also notifying them of the date and time this item will be heard by the Mayor and Council. Two letters were returned undelivered; however, no written or verbal response was received from the other sixteen. Financial Impact: Funding for installation of the "No Parking" signs will come from the general fund's signing and striping materials account. This action is considered routine; consequently, there will be no major impact to the account. Recommendation: Adopt Resolution establishing a "No Parking" zone on Waterman Avenue between Alexander Avenue and 30th Street. " TO ESTABLISH A NO PARKING ANY TIME ZONE ON BOTH SIDES OF WATERMAN AVENUE BETWEEN ALEXANDER AVENUE AND 4 THE ROUTE THIRTY EAST BOUND RAMPS . 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS : 6 SECTION 1. Resolution No. 3985 which prohibits parking 7 upon certain designated streets or portions thereof, Section 8 One, Subsection (38) WATERMAN AVENUE is amended by adding 9 Subsection "S" read as follows : 10 11 (38) WATERMAN AVENUE 11 (S) Between Alexander Avenue and the Route 30 Eastbound 12 Ramps .
