Back round: In July of 1998, staff received a request to consider a traffic signal at the intersection of Waterman Avenue and 29' Street. At the August 12, 1998 meeting of the Traffic Safety Committee, the committee discussed that the most feasible way to address traffic concerns in the area was the installation of a traffic signal at Waterman and 28' Street. On September 24, 1998, there was a double fatal traffic accident at the intersection of Waterman Avenue and 28' Street. Staff was requested to fmd funding to cover immediate design and construction of the traffic signal. On December 7, 1998 the Council took action to authorize the Director of Development Services to begin design on the traffic signal. This traffic signal is not in the 5-year Capital Improvement Program nor is it programmed in the budget. In order to fund the design, the department used funds from the account for improvements at various locations. However, this funding source does not have sufficient funds to provide for the construction of the improvements needed; additional funds will need to be identified prior to award of contract. It is recommended that the department advertises for bids and determines the actual construction cost based on the low bid contractor price. The project was given top priority and the plans are complete and in plan check. The specifications are being typed and the bidder's information will be ready for advertising upon approval to do so. Other aspects of the project are still being worked on, including obtaining a required encroachment permit from Caltrans, time/space diagrams and signal timing for the interconnection with adjacent Caltrans signals, street improvement drawings (required to allow for the installation of left turn pockets), relocation of utilities, striping plans and utility service connections, all of which are necessary to complete this project. The estimated cost based on the Engineer's Estimate of Construction Cost is as listed below: Construction Contract $165,450 Engineering and Inspection 8,273 Subtotal $173,723 Contingencies (10%) 17,277 TOTAL $191,000 The Engineer's Estimate is generally used as a guide for the probable cost of the improvements. It is desired that the Engineer's Estimate not be the "low bid" on the project and it is hoped that the actual construction contract will be lower than the Engineer's Estimate. This particular project is not merely the installation of a traffic signal. It involves elimination of parking for adjacent homes, the widening of the east side of the street 8.75 feet to allow for required traffic lanes and the construction of curbs, gutters, additional pavement and installation of sidewalks to join existing improvements. These street improvements would normally be done upon redevelopment of the adjacent properties. Financial Impact: The funding for the design portion of the project, including advertising, printing, design services, and contract questions is estimated to be $3000 and will be funded from account number 250-370-5504-7146. The actual construction funds have not yet been identified. One source of funding is within the 126 (Gas Tax Fund) in account 126-369-5504-7117. An amount of$500,000 was allocated for the rehabilitation of various streets (slurry seal and rehabilitation projects), of this amount, 100% is programmed for slurry seal projects in the following Wards: 1, 2, 3, 4, 5, 7 and 6, in that order, but could be reallocated for the signal. An alternative would be to reallocate the funds in the 1999/2000 portion of the CIP form other sources; however, these funds would not be available until July 1999. A transfer of funds (estimated at $188,000) will delay other projects in the City, and those contained within the CIP, for this or succeeding years.
