Senior Secretary, Classified, General Benefit Unit, reclassified to Senior Secretary (U), Unclassified, Confidential Benefit Unit. 2. Fire Prevention Officer, General Benefit Unit, reclassified to Senior Fire Prevention Officer, Mid-Management Benefit Unit. The Senior Secretary position reports directly to the Fire Chief. In doing so, it is mandatory for this position to handle matters of a confidential and sensitive nature. The incumbent is expected to maintain confidential information regarding disciplinary actions, labor issues, pre-labor negotiation information and strategies, personnel files, performance reviews, disability retirements, Workers' Compensation claims, work- related injuries, court-related documents and arson investigations and reports. The incumbent also has access to the CFIRS (California Fire Incident Reporting System), which requires personnel to pass a background investigation and to be fingerprinted. Information in the CFIRS system is considered confidential and sensitive in nature. Additionally, Charter Section 248 allows each department to designate one Secretary as unclassified. The Senior Fire Prevention Officer (FPO) position is a critical need to the Fire Prevention Division. There are currently three (3) FPO positions within the Fire Prevention Division. The reorganization would allow for the reclassification of one (1) FPO position to one (1) Senior FPO position. This position would be responsible for the daily field oversight of the remaining FPO positions, as well as coordination of court- related matters. Further, this position would take the lead role in the coordination of blight-related issues and work directly with other departments, including representatives from the Mayor's Office, Police and Code Enforcement to insure fire code compliance. COSTING 1. Reclassify one (1) Senior Secretary, Range 1315, $2,136 - $2,596/month (filled); to one (1) Senior Secretary (U), Range 3351, $2,556 - $3,107/month. Therefore, the reclassification of the Senior Secretary position into the Confidential Unit will place the Senior Secretary (U) position at salary step 4 of the new 21 step range for Confidential (and Management) employees. 2. Reclassify one (1) Fire Prevention Officer, Range 1362, $2,700 — $3,282/month (filled); to one (1) Senior Fire Prevention Officer, Range 2421, $3,624 $4,405/month. Fire Prevention Officer February 1, 1999 — June 30, 1999 (Reflects 1% MOU increase due March 1999) Range 1362 Step 5 $3,282 x 1 $ 3,282 Range 1364 Step 5 $3,315 x 4 $13,260 Benefits $ 2,875 TOTAL $19,417 Senior Fire Prevention Officer February 1, 1999— June 30, 1999 Range 2421 Step 1 $3,624 x 5 $18,120 Benefits $ 3.213 TOTAL $21,333 ADDITIONAL COSTS FOR YEAR ONE: $1,916 ON GOING ANNUAL COST: $5,973 TOTAL ADDITIONAL COST FY 98/99: $2,726 TOTAL ANNUAL RECURRING COST: $8,785 The increased costs associated with these reclassifications will be $2,726 for the balance of Fiscal year 1998-99. This cost will be covered from the salary savings from the Disaster Preparedness Coordinator Position, which was filled later than was anticipated in the budget. The additional recurring annual, $8,785 cost will be absorbed in the departmental budget by decreasing the Materials and Supplies account in future years. Attachment: 1) Job Description— Senior Fire Prevention Officer t e SENIOR FIRE PREVENTION OFFICER JOB DESCRIPTION Under general supervision, examines industrial, commercial, hospitals, institutions, educational, residential properties and places of public assemblage to determine compliance with appropriate fire prevention codes, regulations and standards; examines plans for fire code compliance; enforces municipal codes and ordinances related to life safety, substandard housing, health and sanitation, blight, public nuisance and weed abatement; conducts training sessions in fire prevention for City emphyees, officials and the public; implements and conducts fire prevention training for suppression personnel and others as directed; acts as a technical resource person to staff and tha public; supervises and trains fire prevention personnel; and, performs other related work as required. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Performs and participates in fire and life safety surveys and examinations of industrial, commercial, hospitals, institutions, cacational residential properties and all places of public assembly; locates and identifies existing or poten`'A fire and life safety problems; recommends and requires appropriate fire preventiorusafety measures and devices, including correcting hazardous conditions, reports irregular or suspicious circumstances to police and other departments; plans fire escape routes and promotes installation of built-in fire protection. Performs and participates in field inspections of new and existing buildings, building additions and other facilities to determine existence condition, usage and operational adequacy of proper fire detection and suppression systems; secures cooperation of • property owners and advises on corrective action to eliminate life hazards and fire conducive conditions; outlines or describes steps to ensure compliance with City codes and ordinances which pertain to such areas as life safety, substandard housing, health and sanitation, blight, public nuisance and week abatement; receives and investigates complaints. Enforces fire and life safety code provisions of a technical and complex nature; coordinates with the City Attorneys Office, judges and law enforcement personnel as necessary; issues, when appropriate, notices of violations, orders to abate, stop-work notices, warnings and citations to municipal court for hearings; making court appearances at hearings, as needed; checks and examines site plans and building construction plans for compliance; responds to fires and other emergencies as directed; serves as public information officer, when required. Page 1 of 4 Prepares correspondence and reports; prepares documents and reports for the Board of Building Commissioners (BBC) and Summary Action Hearings; communicates with f other city, county and state fire prevention officials; requests assistance from ot'r.ar departments and outside agencies as necessary; prepares and distributes pamphlets, brochures and other public information material; collects, compiles and tabulates information and data; makes studies of fire and life safety; makes recommendations, assists in budget preparation and evaluation of fire prevention personnel. Implements fire and life safety education programs, including conducting public presentations for groups of owners and tenants of industrial, commercial, hospital, institutional, educational, residential, public assembly properties and other groups or individuals, including non-profit and community organizations having a concem or interest in fire prevention/safety information. Acts as the lead person in the field and when conducting survey occupancies for fire prevention; prepares comprehensive reports; prepares graphs and charts for analytical study; attends meetings, training sessions and conferenc:s as directed; reexamines occupancies to determine progress towards compliance with codes and policies; ensures compliance of City ordinances, state laws and other regulatory agencies, provides on-the-job training to fire prevention and suppression personnel; operates City vehicles, two-way radios and computer systems. Routinely adheres to and maintains a positive attitude towards City and department goals. MINIMUM QUALIFICATIONS Graduation from high school or GED. Completion of 60 semester units of college-level courses in liberal arts or fire science. Two (2) years of journey-level experience within the last four years performing fire and life safety inspections of industrial, commercial, hospital, institutional, educational, residential and public assembly facilities; or ora (1) year experience at or equivalent to the level of Fire Prevention Officer in the City of San Bernardino. Qualifying experience in fire or building inspection may substitute for the education requirement on a basis of 12 months of experience equals 30 semester units, or a portion thereof, (example: 6 months = 15 semester units). Must pass a police background investigation. Possession of a valid Class "C" California driver's license. For out-of-state applicants, a valid driver's license is required. A valid Class "C' California driver's license must be obtained within ten (10) days of appointment (CA Vehicle Code 12405c). Requirement after appointment: Successful completion of the PC-832 Course, Level III or Module "A," within 11 months of appointment. Failure to meet the requirement within the time limits required will be grounds for termination. Page 2 of 4 GENERAL QUALIFICATIONS Knowledge of: Modern fire prevention practices and procedures as they apply to industrial, commercial, hospitals, institutions, educational, residential properties, and places of public assemblage. Municipal, state and federal laws, codes and ordinances pertaining to fire prevention and life safety measures; Health, sanitation and related codes and ordinances; Building construction, Uniform Building Code (UBC), Uniform Fire Code (UFC), Title 19 and NFPA Standards; Fire prevention alarm transmissions, equipment maintenance and fire drill procedures; Fire surveys and educational methods used in fire prevention; Storage and handling requirements for hazardous materials, such as gasoline, chemicals, explosives, paints, gases and other flam nables; Safety precautions and procedures pertaining to work; Public speaking and public relations techniques; Principles of management, ad;rinistration, supervision, training and community relations; Basic mathematics; English grammar, syntax, spelling and punctuation; Modern office practices, procedures and equipment, inauding personal computers. ORGANIZATIONAL RELATIONSHIPS The class of Senior Fire Prevention Officer is a position with Peace Officer status in the Fire Department. This is a journey-level position in the fire prevention series, providing supervision for Fire Prevention Officers and receiving direction from the Fire Marshal or designee.
