Description) Assessment District 982 Finance• Council Notes: d I I� 99 Agenda Item No. /a CITY OF-SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Award of Contract—Landscape Maintenance A.D. 982 per plan No. 7384—Golden West Landscape Contractor. Background: Assessment Districts have been formed to provide for the ongoing maintenance of the landscaping in the designated areas. Contracts are awarded and provide for two one-year extensions of the contract on mutually agreeable terms. This Assessment District has had the same form for the past three years and has been rebid in accordance with the contract provisions. Assessment districts are grouped into areas and/or combined with other districts to form projects of sufficient size as to insure bids are competitive and all contractors have adequate work to justify coming into the area. The area included in this project is near Piedmont Drive, Indian Canyon Court, and Citrus Street in the northeast portion of the community. Bids were received and opened at 2:00 PM on Tuesday, December 15, 1998. A total of 5 bids were received and ranged from a low of$2,679.00 to a high of$6,512.32. The low bid is 36% below the Engineer's Estimate of $4.175.00 Listed below is the estimated contract cost using the low bid price: Contract Cost $2,679.00 Incidental Costs (Assessment Engineering, Inspection, Water, and Electricity) $ 3,107.65 TOTAL ESTIMATED ANNUAL COST $5,786.65 Financial Impact: Funding for the total estimated cost of$5,786.65 is found in Account No. 254-656-5506 and will be recovered through assessments placed on the parcels within the assessment district. C7 U y H F- LL O CO (n I - w Q m G 1 RESOLUTION NO. / 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A 3 CONTRACT TO GOLDEN WEST LANDSCAPE CONTRACTOR THE 4 MAINTENANCE OF LANDSCAPING IN ASSESSMENT DISTRICT 982. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 SECTION 1. GOLDEN WEST LANDSCAPE CONTRACTOR is the lowest responsible 8 bidder for: MAINTENANCE OF LANDSCAPING IN ASSESSMENT DISTRICT NO. 982 9 PER PLAN NO. 7384. A contract is awarded accordingly to said bidder in a total amount of 10 $2,679.00 but such award shall be effective only upon being fully executed by both parties. 11 All other bids, therefore, are hereby rejected. The Mayor is hereby authorized and directed to 12 13 execute said contract on behalf of the City; a copy of the contract is on file in the office of the 14 City Clerk and incorporated herein by reference as fully as though set forth at length. l 15 SECTION 2. This contract and any amendment or modifications thereto shall not take effect 16 or become operative until fully signed and executed by the parties and no party shall be 17 18 obligated hereunder until the time of such full execution. No oral agreements, amendments, 19 modifications or waivers are intended or authorized and shall not be implied from any act or 20 course of conduct of any party. 21 SECTION 3. KLATT—CITY ENGINEER SUBJECT: Summary of Bids on Landscape Assessment Districts DATE: January 4, 1999 COPIES: M. Hays, J. Wages, L. Fogassy You had requested information on the distribution of bids and the location of bidder for the recent landscape assessment district bids. There were a total of 8 bid packages that were advertised and bid and they represent 26 different areas of the community. Three different firms won bids with the following breakdown: Golden West Landscape Contractor- won 5 separate bids representing 17 different districts with a total dollar worth of$183,947.00 for the year. This includes assessment districts 951, 952, 1002, 1019, 993, 1005, 974, 975, 981, 986, 989, 1001, 1007, 1012, 1020, 959 and 982. This is a San Bernardino based firm. Camacho's Landscape - Won 2 separate bids representing 8 different districts with a total dollar value of$60,527.47. Districts include 956, 968, 1016, 1023, 976, 991, 997 and 1017. This firm is located in Highland Acteca Landscape Inc Won one bid representing a single district with a total dollar value of$3,795.00. District is 953. Pomona based firm. Both Golden West and Camacho's currently are doing assessment district landscape maintenance with in the city and have the capability to complete the work on which they have bid. All contractors are checked with the local License Board to determine if there is a problem or any outstanding actions against them. Both local contractors have worked both in the districts they currently won bids on and in other districts within the City.
