Thank you ESR/dr attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the March 6, 2000 Council meeting. CLASSIFIED GENERALFUND 1. Workers' Compensation Specialist (Haynes, Rhonda) —Appointment HUMAN RESOURCES This appointment fills the vacant Workers' Compensation Supervisor position, which has been held vacant for nine months. The recommended individual has over ten year's experience in the workers' compensation arena and will be an asset to the department. 2. Park Maintenance Worker III (McClintock, Sean) —Appointment PARKS, RECREATION & COMMUNITY SERVICES This division has been operating without a full-time ballfield maintenance person at Fiscalini Field since the previous employee retired on September 28, 1999. Currently, a Park Maintenance Leadworker is accomplishing partial maintenance. This has limited his ability to supervise and assist a short staff in the maintenance of other park facilities. With the full baseball season fast approaching, Fiscalini Field will have ballgames scheduled seven (7) days per week. This amount of usage requires constant maintenance to insure safe playing conditions for the users. This position was included in our vacancy factor goal for FY 99/00, and the vacancy goal was reached on December 15,1999. 4. Dispatcher I (Lee, Larry) — Rehire POLICE This appointment is to fill the position of one (1) of the six (6) vacancies created through attrition in the Dispatch Center. The incumbent was a Dispatcher I for this department from 09/09/98 to 12/27/99, and then promoted to Dispatcher II 12/27/99 through 01-19- 00. Mr. Lee is now seeking rehire with this department. Dispatch is a critical function of this department. Costs savings associated with vacancies are entirely offset with backfilling these positions with full-time dispatchers, community service representatives or police officers working overtime. Oftentimes, non-dispatcher replacements impact the level of quality service provided to the public and field personnel due to their lack of familiarity with the CAD operations. This appointment will help reduce the need for overtime by having an adequate contingent of personnel to staff the dispatch center. #8 3/6/00 5. Senior Civil Engineer (Thaipeir, Theeravut "Jarb") — Promotion DEVELOPMENT SERVICES Staff recommends approval of this appointment to Senior Civil Engineer pursuant to the upgrade from Civil Engineering Associate to Senior Civil Engineer authorized on December 6, 1999. This position is critical to the Capital Improvement Program (CIP) to provide direct supervision in the design and completion of several million dollars of public infrastructure projects. Funding for this position will be provided through the CIP administration budget and will not affect the General Fund. This appointment at Step 11 of the range is recommended in an effort to retain a quality employee. 6. Recreation Supervisor (Knutson, Lynn) — Promotion PARKS, RECREATION & COMMUNITY SERVICES This position was reclassified due to a drastic increase in duties in recent years. These increases have resulted from a significant increase in service to the public primarily provided through grant funds. Responsibilities of this position now include 22 after-school playground sites. Sixteen of these are grant funded requiring substantially more documentation. This position is also responsible for the off-track program at the Emmerton Spirit Center, 12 summer playground sites and an extended day program at the Waterman Gardens Housing Project. This site is also grant funded, resulting in additional documentation. This position is responsible for administering and supervising after-school grants totaling $210,000. This position is responsible for management of department volunteers, which currently number 950 to 1000 per year. Fingerprinting of volunteers as an added dimension has just taken place in the last 18 months. Summer Lunch sites have grown to 40, and the year-round lunch program has been added. These USDA grants have a value of $334,400 and are administered and supervised by this position as well. In summary, this position is now responsible for six (6) grant programs worth $544,000 and two (2) large non-grant programs and directly supervises 50 part-time employees. Therefore, based on the broader and increased scope of duties, this position is qualified as a supervisor level. 7. Park Maintenance Worker III (Velarde, Carla) — Promotion PARKS, RECREATION & COMMUNITY SERVICES This division has been operating without a full-time mower operator since October 1997. This position was included in our vacancy factor goal for FY 99/00 and vacancy savings goal was reached on December 31, 1999. Currently, mower operation is being performed by a Park Maintenance Worker III from the construction crew in the #8 3/6/00 maintenance and repair of park facilities. This has further reduced the short-staffed construction crews' ability to respond to preventive maintenance and repair request. Filling the Park Maintenance Worker III position will provide the much needed staff to perform the construction activities to repair safety issues related to the upcoming Little League season and to respond to priority maintenance and repair projects. 8. Community Service Representative II (Joyner. Bernitta) — Promotion POLICE We currently have one opening in the Customer Service Representative 11 (CSRII) category. Bernitta Joyner has been employed with the San Bernardino Police Department since December 1988. She has worked as a Customer Service Representative I (CSRI) since March 1990. Joyner is a fully trained CSR I and with her training as a CSR I, should enhance her abilities as a CSR 11. Her knowledge and expertise in this area is necessary in the patrol function of Community Service Representatives. 9. Dispatcher 11 (McGowan. Jeanie) — Promotion POLICE Jeanie McGowan has been a Dispatcher I since January 1999. This promotion to Dispatcher II is an automatic one based on time served and good standings. She is a fully trained Dispatcher I. This Dispatcher II position is a training position (since in the Budget Reduction Package of 1997-98, the Senior Dispatcher positions were eliminated) and this position is necessary to train new Dispatchers. Their knowledge and expertise in this area is necessary in the Dispatch Center. 10. Computer Operator (Karschner, Michael)— Promotion MANAGEMENT INFORMATION SYSTEMS This position is dedicated to public safety and is funded through police grants. This position is responsible for the majority of desktop support for the Police Department, and is responsible for patrol laptops and support of patrol's mobile date computers in their vehicles. 11. Animal Shelter Office Specialist (Van Ness. Jennifer) —Appointment/Provisional ANIMAL CONTROL The provisional appointment replaces the loss of an employee who retired. This appointment will increase the efficiency of the department by allowing the workload in the front office to be divided between four (4) employees rather than three (3). Since the workload will be divided, service to the public will be increased by allowing each employee a bit more time with each customer. The cost savings for this appointment will be found in paying a lower hourly rate than the previous position holder and not having to pay benefits. The term of this appointment will not exceed the permanent hire of a replacement. #8 0/G Inn
