Elite Towing's appeal of Council Resolution 200047 to enter into an interim
Agreement For Tow Services with San Bernardino Towing consistent with Resolution
1999-86.
Background
On Monday March 6, 2000 the Council approved the Police Department's
recommendation to enter into an interim tow agreement with San Bernardino Towing.
The Police Department evaluated two tow companies, San Bernardino Towing and Elite
Towing before making this recommendation. Elite Towing was not recommended for
the following reasons:
• The San Bernardino Police Department and the San Bernardino County Sheriff
Department are currently conducting a joint criminal investigation involving Elite
Towing. The investigation will include a review by the District Attorney Office.
The investigation and District Attorney review will take approximately 90 days to
complete.
• The California Highway Patrol is conducting an internal tow investigation involving
Elite Towing. CHP Captain Bamrick has confirmed there is a pending investigation
that may result in a recommendation of suspension from the CHP tow rotation.
The Chief of Police has been fully briefed on these investigations and feels it would not
be in the best interest of the City to include Elite Towing in the Police Department's
tow rotation until these issues have been resolved.
Recommendation
That the appeal by Elite Towing to be included in the Police Department's tow rotation
be denied.
