Backuround• The 6`s Street off-ramp at the I-215 freeway is a primary entrance into downtown San Bernardino and the revitalization of 6' Street has become crucial to the overall revival efforts for downtown. During May through September 1999, the utility companies, under Rule 20, installed conduits and substructures for the conversion of aboveground utilities. Plans and specifications for this project are complete and the project is ready to be awarded. The project consists of pavement rehabilitation including cold milling existing pavement, placing asphalt concrete pavement, paint traffic striping.and pavement markings, constructing handicap ramps, and traffic signal improvements including audible pedestrian indicators. The estimated project costs are as follows: Construction Estimate $260,521.35 Contingencies 26,051.65 Design, Inspection and Contract Administration 13,427.00 Total $300,000.00 This project was advertised locally; the following companies responded. I w Q m G C�Op'V7 1 RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO HOLLAND-LOWE 3 CONSTRUCTION, INC. FOR STREET AND SIGNAL IMPROVEMENTS ON 6TH 4 STREET FROM `H' STREET TO ARROWHEAD AVENUE PER PLAN NO. 9995. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 SECTION 1. HOLLAND-LOWE CONSTRUCTION, INC. is the lowest responsible 8 bidder for Street And Signal Improvements On 6th Street From `H' Street To Arrowhead 9 Avenue Per Plan No. 9995. A contract is awarded accordingly to said bidder in a total 10 amount of $260,521.35 but such award shall be effective only upon being fully executed by 11 both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby authorized 12 13 and directed to execute said contract on behalf of the City; a copy of the contract is on file in 14 the office of the City Clerk and incorporated herein by reference as fully as though set forth 15 at length. 16 SECTION 2. This contract and any amendment or modifications thereto shall not take 17 18 effect or become operative until fully signed and executed by the parties and no party shall be 19 obligated hereunder until the time of such full execution. No oral agreements, amendments, 20 modifications or waivers are intended or authorized and shall not be implied from any act or 21 course of conduct of any party. 22 SECTION 3.
