Resolution of the City Council of San Bernardino awarding a purchase order to Dieterich International Truck Sales, Inc . , for furnishing and delivery of one (1) each 1997 International Set Rodder Sewer Truck to be utilized by the Public Services Department of the City of San Bernardino in accordance with Bid Specification F-97-13 . Resolution. of the City Council of San Bernardino awarding a cooperative/piggyback purchase order to Crest Chevrolet for furnishing and delivery of four (4) 1997 Chevrolet 1/2 Ton Mini Pick-Up Trucks to be utilized by the Public Works, Facilities Management, and Planning and Building Departments of the City of San Bernardino in accordance with Bid Specification F-97-09-C. Resolution of the City Council of San Bernardino awarding a cooperative piggyback purchase order to Robert H. Loud Ford for furnishing and delivery of two (2) 1997 Ford 3/4 ton pick- up trucks with service body to be utilized by the Facilities Management Department of the City of San Bernardino in accordance with Bid Specification F-97-09-B. Resolution of the City of San Bernardino awarding a contract to Bakersfield Well & Pump Company, Inc . , for furnishing and installing pump equipment for two new water wells at San Bernardino Trade Center and International Airport . (See Attached) (Contract documents available in the City Clerk' s Office . ) (No cost to the city -- $119, 000 to be reimbursed -- 75% from the Federal Economic Development Administration, and 25% from the Inland Valley Development Agency. ) Ward 1 MOTION: That said resolution be adopted. 13 . Resolution of the City of San Bernardino awarding a contract to Grbavac Construction, Inc. , for installation of a sewer main in Belvan Street, from Olive Street to Base Line Street . Resolution of the City of San Bernardino amending Resolution No. 3985 entitled, in part, "A Resolution . . . prohibiting parking upon certain designated streets or portions thereof " to establish a no parking any time/' ow away zone on Citrus Street from Victoria Avenue to Roadrunner Court . MOTION: That said resolution be adopted. 17 . Reject bid from Loewen Group International , Inc . , for the purchase of the Pioneer Cemetery and authorize refund of bid deposit . (See Attached) (Cost to the city -- $92, 652 .00 from the Special Deposits Fund. ) Ward 1 MOTION: That the bid from Loewen Group International, Inc . , in the amount of $926, 513 for the purchase of the Pioneer Cemetery be rejected; and that authorization be granted to return the bid deposit of $92, 652 . 00 . 18 . Approve in concept -- request by San Bernardino State University relative to the placement of directory signs in University Parkway and Northpark Boulevard medians -- direct City Attorney to prepare a standard form license agreement. (See Attached) (No cost to the city.) Ward 5 MOTION: That the request by San Bernardino State University for authorization to place a directory sign in the University Parkway median and two (2) directory signs in the Northpark Boulevard median be approved in concept; and that the City Attorney be directed to prepare a standard form license agreement to authorize the installation of these signs in the public street rights-of-way. 19 . Approve Plan No. 9641 and authorize advertisement for bids -- rehabilitation of pavement and widening -- Mt . View Avenue, from Route I-10 to Mission Creek Channel . (See Attached) (Cost to the city -- $104, 000 from the 1/2 Cent Sales and Road Tax Fund. ) Ward 1 MOTION: That the plans for pavement rehabilitation and widening of Mt . View Avenue (west side) from Route I-10 to Mission Creek Channel, in accordance with Plan No. 9641, be approved; and that the Director of Public works/City Engineer be authorized to advertise for bids. 6 3/3/1997 Animal Control 20 . Resolution of the Mayor and Common Council of the City of San Bernardino ratifying agreements between the City of San Bernardino and Julia Alvarez and Laura Bremer in regard to the boarding, caring, and feeding of three horses in the custody and control of the City of San Bernardino Department of Animal Control . (See Attached) (Cost to the city -- $500 .00 from the Animal Control Fund. ) MOTION: That said resolution be adopted. 21 . Resolution of the Mayor and Common Council of the City of San Bernardino approving an agreement between the City of San Bernardino and Civic Collections, Inc. , relating to animal license canvassing and collection services . (See Attached) (No cost to the city. ) MOTION: That said resolution be adopted. City Administrator 22 . Request for fee waiver -- $496 . 61 -- Easter Seal Society of Inland Counties for a street party to be held on March 15, 1997 . (See Attached) (Cost to the city -- $496 .61 [$299.77 - Police; $39.84 - equipment; and $130 - refundable barricade deposit] .) Ward 2 MOTION: That the waiver of fees in the amount of $496 . 61 for #1 the conduct of a street party on March 15, 1997 to benefit the Easter Seal Society of Inland Counties be approved; or - MOTION: That the waiver of fees in the amount of $496 . 61 for #2 the conduct of a street party on March 15, 1997 to benefit the Easter Seal Society of Inland Counties be denied. Finance 23 . Resolution of the City of San Bernardino authorizing the execution of an agreement with Stat Physicians, Service to provide billing services for the collection of fees for emergency medical and transport services. (See Attached) (Cost to the city -- $165, 000 from the EMS Enterprise Fund. ) MOTION: That said resolution be adopted. 7 3/3/1997 Personnel 24 . Resolution of the City of San Bernardino approving a side letter to Resolution No. 89-129, Resolution establishing management and confidential compensation and benefits plan, amending Section H. PERS, and adding Section V. Uniform Allowance and Section W. POST Reimbursement for Police Safety Management Employees, effective as of July 1 , 1997, concurrent with council approval of the fiscal year 1997-98 city budget . (See Attached) (Cost to the city -- $82, 385 from the General Fund for year one. ) MOTION: That said resolution be adopted. 25 . Receive and file Management/Confidential Compensation Study conducted by Ralph Andersen and Associates . Resolution of the City of San Bernardino authorizing the execution of an agreement with Hilton, Farnkopf and Hobson, LLC, to conduct a feasibility study for a material recovery facility and transfer station and preparation of a request for proposal document . (See Attached) (Cost to the City -- $69, 500.00 from the Refuse Fund. ) MOTION: That said resolution be adopted. Water Department 27 . Resolution of the City of San Bernardino authorizing the execution of a second amendment to agreement with the Board of Water Commissioners relating to the use of Palm Field for recreational purposes. (See Attached) (No cost to the city.) Ward 1 MOTION: That said resolution be adopted. 28 . A resolution of the Mayor and Common Council of the City of San Bernardino declaring a strip parcel of land known as Parcel No. APN 26-131-24 dedicated for Water Department use as surplus and granting said parcel by quitclaim to W. END OF STAFF REPORTS 8 3/3/1997 PLANNING MATTERS TO BE HEARD AT 11: 00 A.M. 29 . Appeal hearing -- Planning Commission' s approval of Tentative Tract No . 15775 relative to a reversion to acreage . (See Attached) Ward 4 Appellant : Ron Kemper Crawford Investment Company 1770 N. Arrowhead Avenue San Bernardino, CA 92406 Owner: Sterling Heights, A California General Partnership . C/O The Tahiti Group & Melcorp Investments, Inc . P. O. Box 5441 San Bernardino, CA 92412 Request/Location: The property is a 48 . 1 acre site that was originally approved and recorded as Tract Nos. 11857, 11858, 11859 and 11860 . The property is located just north of Foothill Boulevard, south of Daley Canyon Road, west of Sterling and east of Osbun Road, and is within the RL, Residential Low, land use district. Tentative Tract 15775 is a reversion to acreage to consolidate the parcels created by recorded Tract Nos. 11857 through 11860 . The revision will remove/negate certain requirements that are no longer applicable . Tentative Tract 14112 was approved on November 7, 1990 for a 56-lot, single-family development . Tentative Tract 14112 is not a part of the application for Tentative Tract 15775 and this reversion to acreage request does not impact any existing conditions of approval for Tentative Tract 14112 . Mayor to open the hearing . . . Public hearing -- approve General Plan Amendment No. 96-06 to amend the General Plan land use designation from CN to CG-1 on 8 . 83 acres -- approve Conditional Use Permit No. 96-07 to construct a self-serve car wash at an existing Shell Service Station at 2886 N. Del Rosa Avenue. (See Attached) Ward 7 Applicant : A & S Engineering Services 207 West Alameda #203 Burbank, CA 91502 Recuest/Location: Change land use designation from CN, Commercial Neighborhood, to CG-1, Commercial General, at an existing Shell Service Station located at the southwest corner of Citrus Street and Del Rosa Avenue. Staff has expanded the amendment site to about 8 . 83 acres to include a total of twenty-five lots . The 8 . 83 site is located on the west side of Del Rosa. Avenue between the SR-30 and Lynwood Street and on the east side of Del Rosa Avenue between the SR-30 and Citrus Street . Mayor to open the hearing . . . Resolution of the City of San Bernardino adopting General Plan Amendment No. 96-06 to the General Plan of the City of San Bernardino. MOTION: That the hearing be closed; and that the Mayor and Common Council adopt the resolution which approves the negative declaration and approves General Plan Amendment No. 96-06; and that Conditional Use Permit No. 96-07 be approved based on the findings of fact and subject to the conditions of approval . The fee for these services is$25,000 paid in monthly installments, for one year with additional fees to be based on 20%of the net revenue received by the Agency for events booked by Anthony Davis Associates. 10.
