MOTION: That full reading of the resolutions and ordinances on the regular, supplemental and addendum to the supplemental agendas of the Mayor and Common Council , be waived. 3 1/13/1997 7 . Council Minutes . MOTION: That the minutes of the following meeting of the Mayor and Common Council of the City of San Bernardino be approved as submitted in typewritten form: November 12, 1996 (Distributed on 12/20/96) 8 . Claims and Payroll . (See Attached) MOTION: That the claims and payroll and the authorization to issue warrants as listed on the memorandum dated January 6, 1997, from the Finance Director, be approved. 9 . Personnel Actions . (See Attached) MOTION: That the personnel actions submitted by the Chief Examiner dated December 19, 1996, in accordance with Civil Service rules and Personnel policies adopted by the Mayor and Common Council of the City of San Bernardino, be approved and ratified. Public Works/Encineerina 10 . Resolution of the City of San Bernardino awarding a contract to Mentone Turf Supply for maintenance of landscaping in Assessment District No. 959 . (See Attached) (Cost to the City -- $124,392 from Assessment District No. 959. ) (contract documents are available in the City Clerk's office.) Ward 5 MOTION: That said resolution be adopted. Public hearing - formation of Underground Utility District No. 25 - located along portions of 5th Street and 3rd Street, between Del Rosa Avenue and Victoria Avenue . (See Attached) (Resolution not available at time of printing. ) (No cost to the City. ) Ward 2 Resolution of the City of San Bernardino creating Underground Utility District No. 25 , located along portions of 5th Street and 3rd Street, between Del Rosa Avenue and Victoria Avenue. MOTION #1: That the hearing relative to the formation of Underground Utility District No . 25 , along portions of 5th Street and 3rd Street, between Del Rosa Drive and Victoria Avenue, be closed; and MOTION #2 : That said resolution be adopted. TO BE HEARD AT 10 :00 A.M. 12 . Public hearing - resolution ordering vacation of a portion of Club Center Drive, east of Club Way. (See Attached) (No cost to the City -- $1, 000 to be paid by the petitioner. ) Ward 3 Resolution of the City of San Bernardino ordering the vacation of a portion of Club Center Drive, east of Club Way and reserving easements for the City of San Bernardino for sanitary sewer, waterlines, street lighting conduits and for Southern California Edison for electrical facilities . Mayor to open the hearing . . . MOTION: That the hearing be closed; and that the Mayor and Common Council uphold Order No. 3887 of the Board of Building Commissioners and deny the appeal . Resolution of the City of San Bernardino authorizing the execution of a standard contract with San Bernardino County relating to overlaying the pavement on Date Street, from Golden Avenue to Del Rosa Avenue. (See Attached) (Cost to the City -- $25,000 from the Gas Tax Fund.) Ward 7 MOTION: That said resolution be adopted. 15 . Approve plans and authorize staff to advertise for bids -- improvement of Coulston Street (north side) , from Richardson Street to Curtis Street -- Plan No. 9576 . Finance 16 . Budget amendment for demolition -- Economic Development Agency (EDA) reimbursement . (See Attached) (No cost to the City -- $354, 075 to be reimbursed by the Economic Development Agency.) MOTION: That the Mayor and Common Council authorize the Director of Finance to amend the Fiscal Year 1996- 1997 Budget to reflect a $354, 075 increase in the Code Compliance Department budget for demolition, and a corresponding budget increase in the EDA revenue reimbursement account . Fire 17 . Approve out-of-state travel for four Fire Department instructors to attend ambulance driver training preceptor class -- Phoenix, AZ -- January 27, 28, and 29, 1997 . (See Attached) (Cost to the City -- $1,542 .80 from the E.M.S. Enterprise Fund. ) MOTION: That the Mayor and Common Council approve out-of- state travel for four (4) members of the Fire Department so that they may attend the "Emergency Vehicle Advanced Driving Education" preceptor course offered by EVADE in Phoenix, Arizona. END OF STAFF REPORTS 7 1/13/1997 MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO RECONVENE MEETING PLANNING MATTERS MONDAY, JANUARY 13, 1997 - 2:00 P.M. PRESENT: ABSENT: 18 . Public hearing - General Plan Amendment No. 96-08 - a proposal to change the land use designation from RM, Residential Medium, to CR-2, Commercial Regional, for parcels generally located in the area bounded by 6th and 7th Streets between "F" and "G" Streets . (See Attached) Ward 1 Resolution of the City of San Bernardino adopting General Plan Amendment No. 96-08 to the General Plan of the City of San Bernardino. Mayor to open the hearing . . . NOTE: The next regular meeting is scheduled for 8 : 00 a.m. , Monday, January 27, 1997, in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California. 8 1/13/1997 NOTICE: Any member of the public may address this meeting of the Mayor and Common Council/Community Development Commission on any item appearing on the agenda, by approaching the microphone in the Council Chambers when the item about which the member desires to speak is called, and by asking to be recognized. Any member of the public desiring to speak to the Mayor and Common Council/Community Development Commission concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and Common Council/Community Development Commission, may address the body at the beginning of the meeting, during the period reserved for public comments, said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and Common Council/Community Development Commission.
