STAFF REPORT
SUBTECT
Resolution authorizing the execution of Annual Purchase Orders, with two single year
renewal options, to Dieterich International Truck Sales, Inc. and T ransCom USA for heavy
duty truck parts to be utilized by the Fleet Division.
BACKGROUND
Notices inviting bids for FY 2000/2001 annual purchases of heavy duty truck parts were sent
to six (6) vendors, the San Bernardino Area Chamber of Commerce, and advertised in The
Sun Newspaper and the City Web page. Bidders were required to bid on various parts and
supplies as specified in Bid No. F-01-33A; five (5) sealed bids were received. Each vendor was
requested to bid on thirty-five (35) selected parts. Four (4) bidders submitted pricing on 32 or
more of the listed parts. One (I) bidder submitted pricing on only twenty-seven (27) parts and
was deemed incomplete.

Incomplete
Dieterich International Truck Sales of Colton is the low bidder, while TransCom USA is the
second lowest. Due to operational requirements, vendor stock levels, and vendor ability to
perform orders in a timely manner, orders of heavy duty vehicle parts dictate the use of
multiple vendors. Orders will be directed to either Dieterich International Truck Sales or
TransCom USA as needed.
FINANCIAL IMPACT
Funds for these annual purchase orders are contained in the Public Services Department, Fleet
Division Fiscal Year 2000/2001 Budget, Materials and Supplies in the amount of $27,500.
RECOMMENDATION
It is recommended that the Mayor and Common Council authorize the Purchasing Manager
to issue Annual Purchase Orders, with two single year renewal options, to Dieterich
International Truck Sales, Inc. and TransCom USA in a total amount not to exceed $27,500.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Dieterich International Truck Sales, Inc. and T ransCom USA provides
heavy duty truck pans and, as a result of Bid No F-01-33A, were the lowest and best responsive
bidders. Pursuant to this determination, the Purchasing Manager is hereby authorized and directed
to issue annual purchase orders, with two single year renewal options, to Dieterich International
Truck Sales, Inc. and T ransCom USA for heavy duty truck parts in a total amount not to exceed
$27,500. This Annual Purchase Order and future year renewal options shall be contingent upon
funds being approved in the City's Budget for this service.
SECTION 2. The authorization to execute the above referenced is rescinded if a purchas
order is not issued within sixty (60) days of the passage of this resolution.
