SUBJECT
Resolution authorizing the execution of a Piggyback purchase order to Hidro-Grubert USA for the
furnishing and delivety of one (1) Aerial Lift bucket truck to be utilized by the Development
Services/Traffic Signal Division.
BACKGROUND
The Traffic Signal Division utilizes two (2) Aerial Lift bucket trucks which are necessary for the
maintenance and installation of the City's traffic signals on a daily basis. One of these bucket trucks,
Unit #210, was inspected and certified by the American National Standard Institute (ANSI) in
February 2000 during the annual safety inspection. However, at that time, Fleet staff was informed
by ANSI that this unit will be considered "un-certifiable" in next year's inspection. Unit #210 is a
1986 Chevrolet 3500 Aerial Lift bucket truck with over 96,000 miles and is currently listed on the
Vehicle Replacement list.
The City has received a quotation from Hidro-Grubert USA for the purchase of one (1) bucket
truck provided as a piggyback to a purchase order issued by the City of Riverside on August 18,
2000. Section 3.04.010 Paragraph B.2 of the Municipal Code allows an exemption for purchases
through any advantageous governmental contract approved by the Council. The City of Riverside
received six (6) bid proposals, resulting in Hidro-Grubert USA as the lowest and best bid The
vendor has provided a letter extending the pricing in the amount of $69,234.76 including tax
through December 15, 2000. (see Exhibit 1 and 2.)
FINANCIAL IMPACT
Funds for this purchase are available in the Fleet Division's FYOO-01 Budget, Motor Vehicle Fund
635-341-5701.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Hidro.Grubert USA has proposed a piggyback purchase of one (1)
current model Ford 550 "XL T" truck with installation of Hidro-Grubert USA Aerial Lift; such
award shall only be effective upon the issuance of a Purchase Order by the Purchasing Manager.
SECTION 2. The authorization to execute the above referenced is rescinded if it is not
issued within sixty (60) days of the passage of this resolution.
