CALL TO ORDER: PRESENT: ABSENT: 1. City and Economic Development Agency budgets for Fiscal Year 2002/03. (Mayor and Common Council) A. Resolution of the Mayor and Common Council approving and adopting the City of San Bernardino's Final Budget for Fiscal Year 2002-2003 and establishing the City's Appropriation Limit as required by Article XIII B of the California State Constitution. (Resolution not available at time of printing.) (Community Development Commission) B. Resolution of the Community Development Commission of the City of San Bernardino, California, approving the Economic Development Agency's budget for the Fiscal Year 2002-03 as amended. MOTION: That said resolutions A. and B. be adopted. 6/2512002 CONTINUED FROM JUNE 17, 2002 2. Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the execution of a Lease Agreement between the City and TVG Enterprises, LLC, for rental space for the City of San Bernardino, Cultural & International Affairs Office, Arts on 5ili Multicultural Center. (Backup material was distributed on Jnne 17, 2002, Item No. 14.) MOTION: That said resolution be adopted. COMMITTEE CONSENT ITEMS Heard at the Personnel Committee MeetinJ: on June 18, 2002 - Committee Members Present: McGinnis and McCammack 3. Reclassify one Administrative Analyst II position to a Senior Administrative Analyst in the City Administrator's Office. (See Attached) MOTION: That the Mayor and Common Council reclassify one Administrative Analyst II position. Range 4422, $3,642- $4,427/month in the City Administrator's Office to a Senior Administrative Analyst position, Range 4451, $4,209- $5, 116/month in the FY 2002/03 budget; MOTION: That the Human Resources Department be directed to update Resolution No. 6413, Section Twelve, and Resolution No. 97- 244 to reflect this particular action. 4. Add one Lieutenant position in the Police Department. (See Attached) MOTION: That the Mayor and Common Council add one (I) additional Lieutenant position, Range P-5, $8,107/month; MOTION: That the Human Resources Department be directed to update Resolution No. 97-244, to reflect this particular action; MOTION: That the Director of Finance be authorized to increase the Police Department's FY 2002/03 budget by $139,000 to reflect the new Lieutenant position. 2 6/25/2002 , 5. Establish new Security Guard (part-time) position in the Facilities Management Department. (See Attached) MOTION: That the Mayor and Common Council establish a new Security Guard position, Range PT, $9.00-$10.94 per hour; MOTION: That the Mayor and Common Council change the title of six (6) Custodial Aide employees to the new classification of Security Guard; MOTION: That the Human Resources Department be directed to update Resolution No. 6413, Section Thirteen, and Resolution No. 97- 244, to reflect this particular action; MOTION: That the Director of Finance be authorized to amend the Preliminary FY 2002/03 Facilities Management budget per the staff report dated June 17, 2002 from Ed Raya, Director of Human Resources. 6. Increase the salary for Senior Animal License Checker in the Animal Control Department. (See Attached) MOTION: That the Mayor and Common Council increase the salary for the Senior Animal License Checker position from Range 1291, $1,895-$2,303/month, to Range 1309, $2,073-$2,520/month; MOTION: That the Human Resources Department be directed to update Resolution No. 6413, Section Ten, and Resolution No. 97-244, to reflect this particular action; MOTION: That the Director of Finance be authorized to increase the FY 2002/03 preliminary budget to increase the Animal Control budget per the staff report dated June 17, 2002 from Ed Raya, Director of Human Resources. 7. Increase the salary for the Animal Control Operations Manager position in the Animal Control Department. (See Attached) MOTION: That the Mayor and Common Council increase the salary for the Animal Control Operations Manager position, Range 2378, $2,925-$3,555/month, to Range 2408, $3,397-$4,129/month; (Item Continued on Next Page) 3 6/25/2002 7. MOTION: That the Human Resources Department be directed to update Resolution No. 6413, Section Eleven, and Resolution No. 97- 244, to reflect this particular action; MOTION: That the Director of Finance be authorized to amend the FY 2002/03 preliminary budget to adjust the Animal Control budget per the staff report dated June 17, 2002 from Ed Raya, Director of Human Resources. 8. Reclassification of one (I) Maintenance Worker II positIOn to a Hazardous Materials Specialist position in the Public Services Department. (See Attached) MOTION: That the Mayor and Common Council reclassify Maintenance Worker II position, Range 1329, $2,748/month to a Hazardous Materials Specialist Range 1349, $2,531-$3,076/month; one (1) $2,291- position, MOTION: That the Human Resources Department be directed to update Resolution No. 6413, .Section Ten, and Resolution No. 97-244, to reflect this particular action; MOTION: That the Director of Finance be authorized to amend the FY 2002/03 preliminary budget to adjust the Public Services budget per the staff report dated June 25, 2002 from Ed Raya, Director of Human Resources. 9. Increase the salary for the Part-time CATV Programming/Traffic Assistant position in the Telecommunications Division. (See Attached) MOTION: That the Mayor and Common Council increase the salary range for the Part-time CATV Programming/Traffic Assistant, from $10.50-$12.66 per hour to $11.55-$13.82 per hour; MOTION: That the Human Resources Department be directed to update Resolution No. 6413, Section Thirteen, to reflect this particular action; MOTION: That the Director of Finance be authorized to amend the FY 2002/03 preliminary budget for CATV as outlined in the staff report dated June 6, 2002 from Ed Raya, Director of Human Resources. 4 6/25/2002 10. Reclassification of an Associate Planner position to a Senior Planner position in the Development Services Department. (See Attached) MOTION: That the Mayor and Common Council reclassify an Associate Planner position, Range 1435, $3,886-$4,724/month to a Senior Planner position, Range 2480, $4,864-$5,912/month; MOTION: That the Human Resources Department be directed to update Resolution No. 97-244, to reflect this particular action; MOTION: That the Director of Finance be authorized to amend the FY 2002/03 preliminary budget to adjust the Development Services budget per the staff report dated June 14, 2002 from Ed Raya, Director of Human Resources. II. Reclassification of two (2) positions in the Fire Department. (See Attached) MOTION: That the Mayor and Common Council reclassify one (I) Dispatch Supervisor position, Range 2402, $3,296-$4,007/month to one (1) Fire Communications Manager position, Range 2420, $3,606- $4,383/month; MOTION: That the Mayor and Common Council reclassify one (1) Equipment Mechanic I position, Range 1359, $2,660- $3,233/month to one (1) Equipment Mechanic II position, Range 1379 $2,939-$3,573/month; MOTION: That the Human Resources Department be direct to update Resolution No. 6413, Section Eleven, and Resolution No. 97-244 to reflect this particular action. 12. Adjourmnent. . MOTION: That the meeting be adjourned. NOTE: The next joint regular meeting is scheduled for Monday, July I, 2002, in the Council Chambers of City Hall, 300 North "0" Street; however, the Mayor and Common Council will adjourn until 1:30 p.m. at which time closed session matters will be discussed.
