J.f ~ 75-0262 - ... - ""-' ~ ~ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT The owner of Assessor Parcel No. 142-043-04 (See Exhibit "B"), Pit Stop A Go-Go, has requested a sewer waiver for said parcel in connection with their proposed Go Cart track. The Go Cart track is currently being reviewed by the City as Conditional use Permit No. 89-41. The site is located on the north side of Foothill Boulevard at Parley Street (See Exhibit "A"). The project (C.D.P. 89-41) is proposed to consist of a 95' X 180' Go Cart oval track, storage bins, public restrooms, parking area, and landscaping. The nearest connection to the public sewer system is located in Foothill Boulevard near Terrace Road, about 550 feet west of the site (Exhibit "C"). This connection point is uphill from the site and would require pumping to be accessible. The nearest sewer accessible by gravity flow is at Rancho Avenue and Naranga Street, approximately 2,200 feet south of the site (Exhibit "C"). . Ordinance No. MC-663 provides that the Mayor and Common Council may waive or modify the requirement to connect to the City's sewer system, where "the proposed commercial/industrial development will generate less than 200 gallons of domestic sewage per day (based on 15 gallqns of sewage per day per employee); and there is a natural obstruction, such as a hill, stream or adverse grades, that prevents the practical extension of a sewer line to serve the development. II The applicant estimates there will be 3 employees on site during hours of operation and an average of 40 customers per day. Employees: Customers: 3 X 15 gallons/employee 40 X 5 gallons/customer = 45 Gallons/Day = 150 Gallons/Day 195 Gallons/Day The above calculations assure that 75% of the customers will use the restroom facilities once during the stay at the site. This site and project appear to meet all the necessary criteria to qualify for a sewer waiver; therefore, we recommend approval of their request for a waiver. The applicant indicates that a septic tank will be in- stalled for the project. A permit from the Department of Building and Safety will be required for the septic tank. Engineering studies required prior to approval of the permit may preclude use of . a septic tank. If a septic tank cannot be used, then some other means of private sanitary disposal system, such as an above ground holding tank, would be necessary.
