Over the past years, the Risk Management Division has been
shifted, then re-established as a division. In 1979 as a
division there were eight employees. By 1984, the division
was reduced to six employees and combined with Emergency
Services. In 1987 the division was re-established with six
employees. The Safety Officer was lodged in the division but
paid from Emergency Services. By 1988 the Safety Officer was
properly rebudgeted in Risk Management.
Two factors emerge: 1) When the Safety Officer was called
Loss Prevention Officer, it was a Mid-Management position;
and 2) A typist clerk position was deleted in 1982. A review
of current conditions indicate adjustments should be made by
re-establishing the division as it was in 1981.
The work load in the division has grown substantially as a
result of additional employees and legislative changes. The
work force has increased from 976 to 1293, an increase of 317
over the last seven years. This same timeframe has seen
substantial changes in liability and workers' compensation
programs as well as required safety training.
The Safety Officer position is a professional position, as ~
are a number of other Mid-Management positions. It deals, on
a daily basis, with Division and Department heads in-
spections, reviewing, and recommending improvement in safety
conditions: giving training and developing policy and
procedures: and investigation of city employee related
accidents. It is evident the position was previously
correctly classified in the Mid-Management group. It is
requested and recommended it be re-instated as a Mid-
Management position.
The Typist position was in the division until 1982-83. ~
Through the time of consolidation, it was not essential;
however, with the re-establishment and the quantity of work
being conducted by this division, it is appropriate to re-
establish the position. Temporary clerks have been used

during the past year to address the need. The Division does
not have a person who primarily answers phones, schedules
appointments, coordinates schedules, does clerical typing of
reports, agenda items, and budget requests. Especially as a
result of the increase in the number of employees needing the
services of Risk Management and the increased work load as a
result of state and federal legislation, the position is
warranted. Reinstatement ot this position will allow
professional staff to do professional work and clerical staff
to do clerical work. It is requested and recommended that a
,~p~s~ Clerk II position be reinstated in the Risk Management

The financial implications are these: The change to Mid- ~
Manager is estimated to cost a maximum of $1,181. This will
be funded by $600 from salary savings and .$581 from'
professional/contractual. The typist clerk position will be
funded from professional/contractual accounts of all three
sections (administration, workers' compensation, and
liability). This is estimated to cost $21,000. This amount
was set in the three line items for implementation of this
reinstatement this year.
It is requested and recommended that the Personnel Committee
recommend to the Mayor and Common Council: Reclassifying the.
Safety Officer to Mid-Management, and re-establishing the
position of Typist Clerk II in Risk Management
Administration.
