The Committee was tasked with studying the problem in terms of the needs and social disadvantages (substances, housing, child care) of the Homeless. After conducting several meetings, the Committee has deter- mined that the Homeless problem is severe and, with the upcoming cold weather, requires immediate action by the Mayor and Common Council. Therefore, the Committee recommended a Homeless coordinator contractural position be established to develop a strategy, pro- vide direction, and coordinate the function of addressing the Homeless problem.
