STAFF REPORT
The expenditure plan for the revenues, that will be
generated by the half-cent sales tax measure that will be on the
ballot in November, requires all cities to adopt by resolution a
Five-Year Project list and a Twenty Year Transportation Plan.
This requirement was included in order to secure approval of the
State Legislature for this measure.
The project lists and programs from the cities in San
Bernardino County will be used by the consultants that are pre-
paring the campaign literature.
A list of projects was approved in 1987 for the
measure. The attached Five-Year Project List is an
version of that previous list. This list will need to be
on a yearly basis. Revisions can be made as a part
updating, just like for our Capital Improvement Program.

The criteria for expenditure for the half-cent sales tax
funds is the same as for State Gas Tax.
We recommend that the Five-Year Project List and Twenty-
Year Program be approved.
URGENCY CLAUSE:
It is imperative that this list and program be adopted at the
Council meeting of 10-16-89, in order that it may be in place at
the time of the election, as required in the expenditure plan.

RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING A
FIVE-YEAR PROJECT LIST AND TWENTY-YEAR TRANSPORTATION PLAN TO BE
FINANCED PURSUANT TO fvlEASURE "I" TO LEVY A ONE-HALF CENT SALES
TAX WITHIN SAN BERNARDINO COUNTY FOR FUNDING TRANSPORTATION
PROJECTS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Five-Year Project List, of transportation
improvements to be financed from the one-half cent sales tax to
be levied by Measure "I" on the November, 1989 ballot, marked
Exhibit "A", a copy which is attached hereto and incorporated
herein as fully as though set forth at length herein, is
approved.
SECTION 2.
The Twenty-Year Program, consisting of
transportation improvements, such as street widening, pavement
of
street
lights
and
traffic
rehabilitation,
installation
signals, to be made in accordance with the Circulation Element of
the current City's General Plan, is approved.

SECTION 3. The Director of Public Works/City Engineer is

hereby authorized to file copies of the Five-Year List and
19
Twenty-Year Program with San Bernardino Associated Governments as
20
required by the expenditure plan.
