Synopsis of Previous Council action:
In 1984 the City Council approved Resolution #84-404 authorizing a lease agreement
with Alfredo Enciso to rent office space at 645 N. Mt. Vernon Avenue to be utilized
as a Community Service Office (C.S.O.) for Area "A." The lease agreement was extended
through FY 1985/86 with the approval of Resolution #85-307 on August 5, 1985.
On September 8, 1986, the City Counc il extended the 1 ease agreement on a month-to-
month basis.
Recommended motion:
The City Council approve the closure of the Area "A" Community Service Office at
645 N. Mt. Vernon Avenue.

STAFF REPORT
The Police Department, since 1984, has operated two Ccrrm.mity Service Offices in Area "A":
one at 645 N. Mt. Vernon Avenue and the second at 1654 W. 19th Street. Area "A" is the
only area that supports two offices; the remaining f:j..ve areas only have one. Each office
is staffed by one Police Assistant, leaving a third Police Assistant to perform field
duties.
In Decanber 1987, a study entitled "An Analysis of Ccrrm.mity Oriented Policing in the City
of San Bernardino" identified a need to evaluate the placanent of the current Coomunity
Service Offices. The study recmmended that the location of these offices should be based
on a site selection criteria which would include actual need, central location, optimal
visibility, foot traffic, adequate parking and convenience to the public.
The Ccrrm.mity Service Office at 645 N. Mt. Vernon Avenue fails to meet this criteria. The
office is not centrally located, the building lacks visibility fram the street, there is
minimal foot traffic and parking is inadequate. The office is inconvenient to roost of the
area residents. The office is the roost expensive to operate of the seven, current, city-
wide Ccrrm.mity Service Offices and is the least utilized. The office at 1654 W. 10th Street,
on the other hand, is the least expensive and roost utilized.
The Police Deparbnent was forced to ranove funding for the office at 645 N. Mt. Vernon Avenue
fram its proposed 1989/90 IT budget due to mandated budget cuts. The deparbnent currently
does not have sufficient funding to continue paying the rent payments on the office. The
landlord, Alfredo Enciso, has been contacted and he has agreed to allow the Police Depart-
ment to ranain, rent free, for the first two to three weeks in July, pending a decision to
maintain or close the office. Denial of this request will necessitate the approval of
additional budget funding for rent, utilities and other costs associated with maintaining
the office. Annual office costs are estimated at $7,397.
The closure of this office, when approved, will allow a second Police Assistant from Area
"A" to perform field duties on a daily basis. utilizing Police Assistants to handle non-
hazardous calls for service and related duties frees-up Police Officers to respond roore
rapidly to calls for service and other assignments that require sworn police officers.
REASON FOR PLACEMENT ON THE SUPPLEMENTAL AGENDA:
This action depended on the adoption of the 1989-90
Budget (which was not adopted until 7/11/89). This
action is~ therefore, being recommended at this time.
