STAFF REPORT August 4, 1987 the Mayor and Common Council adopted a parking agreement with the Maruko Hotel for 200 parking spaces on the 3rd level of the Five Level Parking Structure. This required a change to Resolution No. 82-34 which established time limit parking upon 289 parking spaces on the 3rd level. The requirement for reserved parking spaces to support the Mayor and Council and their staff, plus Boards and Commissioners has also increased because of this major change. A report was submitted to, and approved by the Legislative Review Committee, July 20, 1989, resolution was drafted and submitted to the City Attorney for approval. Draft was revised and typed in final form as attached and is being submitted for approval. 75-0264 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING PARKING RESTRICTIONS FOR THE CENTRAL CITY MALL AREA AND THE FIVE- 3 LEVEL CIVIC CENTER PARKING STRUCTURE AND RESCINDING SECTION ONE AND THREE-QUARTERS OF RESOLUTION NO. 3985 AND RESCINDING SECTION 4 TWO AND ONE-HALF OF RESOLUTION NO. 8234. 10 11 12 13 14 15 16 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 8 9 SECTION 1. In accordance with Title 10 of the San Bernardino Municipal Code and Division 11 of the California Vehicle Code, the City of San Bernardino hereby establishes the following parking restrictions for the Central City Mall Area and the Five-Level Civic Center Parking Structure. A. Restricted Parking in Central City Mall Area and the Five-Level Civic Center Parking Structure. 1. It is unlawful for any person to stop, stand or park a vehicle at any time, at any point where the adjacent curb has been painted or marked red by the City within the general area bounded by "D" Street on the east, Second 17 Street on the south, "G" and Third Streets on the west and 18 Fourth Street on the north, including any off-street 19 parking facilities. 20 2. It is unlawful for any person to stop, stand or park a vehicle in the are~ designated "Freight Loading 21 22 Only" in the alley between the Central City Mall and the 23 Three-Level Parking Structure, from 10:00 P.M. to 10:00 24 A.M., unless the person is loading or unloading freight. 25 3. It is unlawful for any person to park a vehicle 26 in a time-restricted parking space for a time longer than 27 designated on the sign or marking in any off-street parking 28 PZjdys September 19, 1989 1 1 facility in the Central City Mall Area, including the Five- 2 Level Civic Center Parking structure. 3 (a) On the third level of the Five-Level Civic 4 Center Parking structure, the following parking spaces 5 are restricted to three-hour parking: 6 (1) The most souther I y thirty-two (32) 7 parking spaces situated on the east side of the 8 fourth row (Row D), counting the rows in sequence 9 from the west side of the parking structure. 10 (2) The most southerly twenty-nine (29) 11 parking spaces plus the most southerly thirty- 12 second parking space situated in the fifth row 13 (Row E), counting the rows in sequence from the 14 west side of the parking structure. 15 B. Reserved Parking in Five-Level Civic Center Parking 16 structure. It is unlawful for any person to stop, stand or park 17 a vehicle in a reserved or handicapped parking space in the Five- 18 Level Civic Center Parking structure located north of Second 19 Street and south of City Hall, unless that vehicle bears an 20 authorized parking sticker or handicapped placard. 21 1. On the first level of the Five-Level Civic Center 22 Parking structure, the following parking spaces shall be 23 reserved for vehicles bearing authorized parking stickers: 24 (a) The most northerly twenty-four (24) parking 25 spaces situated in the first row (Row A), counting the 26 rows in sequence from the west side of the parking 27 structure, are reserved for City vehicles; the first 28 PZ/dys September 19, 1989 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 six of which are specifically designated for Motor Pool vehicles, and the seventh space and eighth space of which are specifically designated for Building Maintenance vehicles. (b) The most northerly twenty-five (25) parking spaces situated on the west side of the second row (Row B), and the most northerly twenty-five (25) parking spaces situated on the east side of the second row (Row B), counting the rows in sequence from the west side of the parking structure, are reserved for City vehicles; the first two spaces of which on the eastside are specifically designated for Building Maintenance vehicles. 2. On the second level of the Five-Level Civic Center Parking structure, the following parking spaces shall be reserved for vehicles bearing authorized parking stickers: (a) The most southerly eleven (11) parking spaces following the first three parking spaces, situated on the west side of the fourth row (Row D), counting the rows in sequence from the west side of the parking structure, are reserved for Heritage vet.icles. (b) The most southerly fourteen (14) parking spaces situated on the east side of the fourth row (Row D), and the most southerly fourteen (14) parking spaces situated in the fifth row (Row E), counting the PZjdys September 19, 1989 3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 rows in sequence from the west side of the parking structure, are reserved for Heritage vehicles. 3. .On the third level of the Five-Level Civic Center Parking structure, the following parking spaces shall be reserved for vehicles bearing authorized parking stickers: (a) All of the thirty (30) parking spaces situated in the first row (Row A), all of the seventy- nine (79) parking spaces situated in the second row (Row B), and all of the thirty-seven (37) parking spaces on the west side of the third row (Row C), counting the rows in sequence from the west side of the parking structure, are reserved for Maruko Hotel vehicles. (b) The most northerly fourteen (14) parking spaces situated on the east side of the third row (Row C), counting the rows in sequence from the west side of the parking structure, are reserved for City Board and Commission vehicles and the most southerly twenty- three (23) parking spaces situated on the east side of the third row (Row C), counting the rows in sequence from the west side of the parking structure, are reserved for the Maruko Hotel vehicles. (c) The most northerly twelve (12) parking spaces situated on the west side of the fourth row (Row D), counting the rows in sequence from the west side of the parking structure, are reserved for the Council and Staff vehicles and the most southerly PZ/dys September 19, 1989 4 1 thirty-one (31) parking spaces situated on the west 2 side of the fourth row (Row D), counting the rows in 3 sequence form the west side of the parking structure, 4 are reserved for Maruko Hotel vehicles. 5 (d) The most northerly eleven (11) parking 6 spaces on the east side of the fourth row (Row D), 7 counting the rows in sequence from the west side of 8 the parking structure, are reserved for the Mayor and 9 staff vehicles. 10 (e) The most northerly first, second, fourth and 11 fifth parking spaces situated in the fifth row (Row 12 E), counting the rows in sequence from the west side 13 of the parking structure, shall be reserved for 14 handicapped parking only. 15 4. On the fourth level of the Five-Level Civic 16 Center Parking structure, none of the parking spaces are 17 reserved. 18 5. On the fifth level of the Five-Level Civic Center 19 Parking structure, none of the parking spaces are 20 reserved." 21 SECTION 2.
