Recommended motion:
That the Parks, Recreation and Community Services Department Director be authorized
to apply for and administer a $25,000 HUD Youth Sports Club Grant and that $25,000
from CDBG contingency funds' be appropriated to meet the 100 percent match criteria.

ADMINISTRATION OF A $25,000 HUD
YOUTH SPORTS CLUB GRANT.
STAFF REPORT
The Department of Housing and Urban Development (HUD) is seeking grant applications
to establish and enhance youth sports clubs to combat drugs at public housing
developments. The principal objective of this program is to aid public housing youths
in areas affected by drug problems by providing positive youth programs. Eligible
projects include construction or rehabilitation of community centers and parks, or
redesign and modification of project public places in order to permit increased
utilization by youth sports clubs. Public service activities including educational
programs related t6 drug abuse are also eligible.
Accepted grants will be funded up to $25,000 and require a 100 percent cash match of
local Community Development Block Grant funds or other local public or private funds.
No more than 20 percent of the Special Projects Grant may be used for public services.
The facility and programs at Johnson Community Hall fit the grant conditions ideally.
The community hall is owned by the Housing Authority of the County of San Bernardino
and has been leased and operated by the City for recreational purposes since 1953.
The City acquired and developed five acres of adjoining land into a playing field
(Wilson Street Park) and made other improvements including construction of a wading
pool, tot lot, handball courts, volleyball court, picnic facilities and improvements
to the community center.
Johnson Community Hall is in the heart of the 9th Street projects which consists of
299 domiciles and approximately 1,500 residents. In addition to providing traditional
recreational services, such as youth sports, organized games, projected and drop-in
recreation, the Parks, Recreation and Community Services Department also provides
a variety of programs that provide drug diversion and education information including
"Just-A- Tadll. Johnson Connection (teen club), "Unite as One" workshop, Just for
Tots and Tiny Tots.
