STAFF REPORT
The Negative Declaration for Public Works Project No. 89-
30 was recommended for adoption by the Environmental Review
Committee at its meeting of 9-07-89.
A 10-day public review period was afforded from 9-14-89
through 9-23-89. No comments were received.
We recommend that the Negative Declaration be adopted and
a finding made that the project is consistent with the Utilities
Element of the General Plan.

NOTICE OF PREPARATION OF NEGATIVE DECLARATION
OF ENVIRONMENTAL IMPACT
THE CITY OF SAN BERNARDINO proposes to adopt a Negative Declaration
for the following projects. The Environmental Review Committee
found that the project will not have a significant effect on the
environment on the basis of the Initial Study and mitigation
measures (If applicable).
1. CONDITIONAL USE PERMIT NO. 89-30 - To allow a 22,000 square foot
fitness center within an approved (not yet constructed) retail
building located at the southwest corner of Waterman Avenue and
Caroline Street.
2. REVIEW OF PLANS NO. 89-50 - To demolish an existing structure
and construct a two-story 1,740 square foot building for the
sale of auto accessories.
~. PUBLIC WORKS PROJECT NO. 89-30 - To construct a sewer main in
Cajon Boulevard and Industrial Parkway from Palm Avenue to Cable
Creek to Cajon Boulevard along the westerly side of Cable Creek.
4. REVIEW OF PLANS NO. 89-40 - To construct a 7,038 square foot
shopping center on 0.54 acres located at the southeast corner of
Mill Street and Pepper Avenue.
Copies of the Initial Study are available for public review at the
Planning Department, 300 North "D" Street, San Bernardino, CA
92418, and the Feldheym Library, 555 West 6th Street, San Bernar-
dino, CA. Any environmental comments you have should be received in
this office no later than 4:00 p.m., September 23, 1989. If you do
not respond in writing, we will assume that you have no opinions
and/or recommendations on the above projects.

INITIAL STUDY

Public Works Project No. 89-30 is to construct an eight inch sewer
main in Industrial Parkway and Cable Creek. The sewer will be laid
at a depth of eight feet from Palm Avenue, along Industrial Parkway
to Cable Creek. At Cable Creek, the sewer line will be dropped to a
depth of eighteen feet and will extend along the westerly side of
Cable Creek to Cajon Boulevard. At Cajon Boulevard, the line will
be dropped to a depth of twenty-four feet and will be extended under
Cable Creek along Cajon Boulevard. The line will then be raised to
a depth of eight feet where it will juncture with an eighteen inch
sewer line being constructed along Cajon Boulevard.
The project area is approximately fifty percent developed with ware-
house and industrial uses along both the northern and southern por-
tions of Industrial Parkway between Palm Avenue and Cable Creek.
The area is relatively flat with the exception of some low lying
hills along the northwest portion of Industrial Parkway. The site
is located within a Five Hundred Year Flood Zone.

ENVIRONMENT AL EV ALUA TlON AND MITIGATION MEASLAES
~
The project is located within a "Five Hundred Year Flood
Zone." Risk of a sewer line rupture in the event of a five
hundred year flood is considered insignificant. This is
because the sections of the sewer proposed to be laid along
the westerly side of Cable Creek, and along Cajon Boulevard
under Cable Creek will be protected from flood waters by the
reinforced concrete lining of the flood control channel itself.
A study is not required since the project requires separate
review, approval and permitting by the San Bernardino County
Flood Control District.
The project may conceivably create dust during the excavation
phase of construction. Dust will be controlled by keeping the
soil watered under City contract for the project.
The project may possibly result in temporary elevation of the
ambient noise levels in the project area during construction.
To minimize the noise generated to a level of nonsignificance,
the hours of construction will be limited in accordance with
San Bernardino Municipal Code 8.54.
There could be temporary alterations of present traffic cir-
culation on Industrial Parkway during construction. During
the excavation phase, portions of the street may have to be
torn up. This impact shall be mitigated by proper traffic
control such as barricades, flagmen and detours as required
by San Bernardino Municipal Code 12.04.
