Synopsis of Previous Council action:
10-03-88 -- Allocation of $20,000, for construction of new curb
return at the Southeast corner of Waterman Avenue
and Gilbert Street, from Traffic System Fee Fund,
approved.
03-13-89 -- Resolution No. 89-72 adopted making a determination
of fair market value of additional right of way in
the amount of $2,610.
09-06-89
Authorization to commence eminent domain proceedings
tabled.
Recommended motion:
That the plans for the improvement of the southeast corner of
Gilbert Street and Waterman Avenue, in accordance with Plan No.
7907, be approved; and the Director of Public Works/City Engineer
authorized to advertise for bids.

STAFF REPORT
Plans for the improvement of the southeast corner of
Gilbert Street and Waterman Avenue have been prepared by the
Engineering Division, and the project is ready to be advertised
for bids. The improvement will consist of constructing a larger
curb return to facilitate the turning movements of busses and
trucks.

The fair market value for the necessary additional right
of way has been set at $2,610. Several attempts have been made
to negotiate with the property owners. The owner has not res-
ponded to our attempts, but we are still trying to elicit a
response.
We recommend that the plans be approved and authorization
granted to advertise for bids.
