BACKGROUND The California Office of Traffic Safety is awarding grant funds for their Selcctive Traffic Enforcement Program (STEP) grant, using best practice strategies shown to reduce traffic collisions and gain favorable media coverage. OTS funding is based on the federal fiscal year starting October I, 2009. The grant application requesting overtime reimbursement will become operational on October 1,2009 and end September 30, 2010. The grant application was due by January 31, 2009, and; therefore has already been submitted. Due to time constraints the Grant Concept Proposal was not submitted to the Grant Ad Hoc Committee or Council prior to the due date. Since that time the traffic unit supervisors have been in contact with the California Office of Traffic Safety discussing details of the STEP grant. Thc grant has recently been awarded to the Police Department. The Police Department will use STEP grant funds, if awarded, to reimburse overtime expended for strategies such as DUIIDriver's License checkpoints and DUI saturation patrols. This program will also develop a "Hot Sheet" program to notify patrol and traffic officers to be on the lookout for identified repeat DUI offenders with suspended or revoked licenses as a result of DUI convictions. Court "sting" operations will focus on DUI offenders with suspended or revoked driver's licenses who get behind the wheel after leaving court. Enforcement operations will target red light violations, aggressive speeders, vehicles equipped with illegal racing equipment, pedestrian right-of-way violations, and unbelted vehicle occupants. Additionally, enforcement operations will be directed to intersections with disproportionate numbers of traffic collisions. Lastly, the STEP program will seek voluntary compliance of traffic laws by generating publicity throughout the one-year grant period. OTS will cover all costs associated with overtime for enforcement programs for the full 12- month grant period. After conducting an evaluation of available resources and developing a deployment strategy during this period, the Police Department has requested funding to conduct (9) nine DUI checkpoint operations, (12) twelve DUI saturation patrols, (2) two red light enforcement operations, (2) two intersection enforcement operations with a disproportionate number of traffic collisions, (4) four special enforcement operations targeting drivers exhibiting excessive speed, (2) two special motorcycle enforcement operations, (I) one special enforcement operations targeting vehicles suspected of being equipped with illegal street racing equipment, and (2) two court sting operation to cite individuals driving from court after having their license suspended or revoked. Overtime funding will include two supervisor positions, one detective position, 10 officers and two clerical positions for a total cost of $222,034. There is no matching fund requirement for this grant. FINANCIAL IMPACT Grant revenue in the amount of $222,034. There is no financial impact on the City's General Fund. What percent of your total fatal and injury collisions October I, 2007 and September 30, 2008 occurred at intersections? Approximately 50 %. 6. Describe the problem caused by red light running in your city. Red light violations are historically among the top "Primary Collision Factors" responsible for collisions in OUI community. We currently employ photo/video camera enforcement at six key intersections. There are two more scheduled to be deployed during 2009. The intersections where the camera enforcement has been deployed have demonstrated a noticeable decline in traffic collisions. 7. Is illegal street racing a problem in your city? If illegal street racing is a problem in your city, has your department received training through San Diego Poliee Department's "DragNet" program on how to conduct inspections ofvehicles suspected of being equipped with illegal street equipment? We have not experienced enough street racing activity to allow us to declare it a problem. Fortunately we do not have any locations that would be desireable for street races to take place on any large scale. We have experienced an occassional collision that we feel might be related to street racing. These instances involved excessive speed and vehicles equipped with modifications usually associated with street racers. To date we have not received training from the San Diego Police Department "Drag Net" program. Some of oUI officers have received training from the Bureau of Automotive Repair in recognizing and addressing illegal modification violations. 8. What are your primary collision factors? Historically, the majority of oUI primary collision factors involve speed, redlightlstopsign and right of way violations. Excessive speed can be listed as associated in many of these collisions. 9. Seat belt citations make up what percent of all hazardous citations issued? Seatbelt violations account for about 10% of all hazardous citations issued. 10. What is your current administrative recovery fee for vehicles impounded for up to 30 days and how much of the fee goes to the General Fund vs. a special Traffic Offender account? How is it used? Our current administrative recovery fee for vehicles impounded for up to 30 days is $215.00. Of that fee, $55.00 is set aside in a special account designated to continue our grant goals and objectives from past grants. The remaining $160.00 is placed into the city's general fund. Northwestern University teaches that a minimum traffic enforcement index of 25 is required to reach the citation threshold of effectiveness in reducing traffic collisions. rfyour city has a large number of out-of-town drivers, a traffic enforcement index in the 25-35 range may be more desirable. Out-of-town drivers are generally not reached through education and voluntary compliance programs. The recommended traffic enforcement index is a guide and not necessarily a rule. NOTE: Nothing in this "agreement" shall be interpreted as a requirement. formal or informal. that a particular police officer issue a specified or predetermined number of citations in pursuance of the goals and objectives hereunder. Traininl!. and Implementation (October I, 2009 - December 31, 2009) . The police department will develop operational plans to implement the "best practice" strategies outlined in the objectives section. . A draft news release will be submitted to OTS to announce the grant program. . If necessary, an ordinance or resolution will be submitted to allow for the establishment of the "Vehicle Impound Program" administrative tow fee. . All training needed to implement the program will be conducted this quarter. . All grant related purchases needed to implement the program will be made this quarter. . A seat belt survey will be conducted in October to determine the base year seat belt use rate. . In order to develop the "Hot Sheets", research will be conducted to identify the "worst of the worst" repeat OUl offenders with a suspended or revoked license as a result of a OUl conviction. The Hot Sheets may include the driver's name, last known address, DOB, description, current license status, and the number oftimes suspended or revoked for DUI. Hot Sheets will be updated and distributed to traffic and patrol officers every three to four weeks. . The police department will meet with appropriate court personnel to help develop an operational plan to conduct court stings. . Implementation of the STEP program will be accomplished by deploying on an overtime basis personnel at high collision locations. DUlIDriver's License checkpoint site locations will have a history of significant alcohol involved collisions andlor DUl arrests. Phase II: Community Awareness (Throughout Grant Period) . The police department will work to create media opportunities throughout the grant period to call attention to the innovative program strategies and outcomes. Phase Ill: Data Gatherin!! and AnaIvsis (Throughout Grant Period) . The police department will submit a Quarterly Performance Report (QPR) and Quarterly Evaluation Data Form, Schedule C, within 30 days following each calendar quarter. . The final QPR, Schedule C, and Executive Summary are due to OTS by October 31, 2010. . Reports shall be completed in accordance with OTS requirements specified in the Grant Program Manual, Chapter 7, and submitted in compliance with the signed Acceptance of Conditions and Certifications (OTS-33) included within this agreement. OIS will also select grants for monitoring reviews to ensure the accuracy of claimed costs. For example, OIS will review claimed costs to ensure they are supported by time sheets, vouchers, invoices, purchases, etc. ADMINISTRATIVE SUPPORT: This program has full support of the San Bernardino Police Department I City of San Bernardino, effort will be made to continue the activities after the grant conclusion. The city council has endorsed this grant by resolution. Grant funded operations may be conducted by personnel such as an Officer, Lieutenant, Sergeant, Corporal, Deputy, Community Services Officer, Dispatcher etc., depending on the titles used by the agency. Per diem may not be claimed for meals provided at conferences when registration fees are paid with OTS grant funds. CONTRACTUAL SERVICES: Law Enforcement Medical Services (LEMS) - Costs include blood draws for additional evidence gathering to support DUI enforcement activities associated with the grant. EQUIPMENT: None OTHER DIRECT COSTS: Radar Device - ~ radar units will be purchased to transmit microwave energy, monitor the reflected signal from moving vehicles within the microwave beam, process the doppler shift of the reflected signal to display the speed of the vehicle that is being tracked, and if applicable, the speed of the patrol vehicle and the direction of the target vehicle.
