1. RESOLUTION SUPPORTING THE CALIFORNIA DESERT PROTEC-
TION ACT - Item continued.
2. LIEN COLLECTION AND METHODS OF CONTROL - Following a
briefing and dialogue from the Building and Safety Director
and Public Services Director, the Committee recommended that
staff review this item again. The recommendation was to
consolidate the process in one department and bill the using
departments. Additional staff could be paid for from the
amount collected.
3. REQUEST FOR WAIVER OF REQUIREMENT TO UNDERGROUND
UTILITIES - EXPANSION OF OMNITRANS FACILITY AT NORTHWEST
CORNER OF MEDICAL CENTER AND 5TH STREET - The Committee
recommended denial of Omnitrans' appeal for waiver. The cost
for undergrounding was $37,000, substantially lower than the
$150,000 initially quoted.
4. ORDINANCE AMENDING SECTION 2.64.050 OF THE SAN
BERNARDINO MUNICIPAL CODE RELATING TO FEES FOR APPEALS - The
Committee decided to forward this item to the Council without
recommendation. Generally the concensus was that appeals
should be paid for at the Commission level, not at the
Council level. Elected officials and citizens falling into
an "informal pauperis" status would be exempted from pay-
ments.
5. ORDINANCE ADDING SECTION 19.50.080 TO THE CODE
RELATING TO HOME OCCUPATION PERMITS - Item recommended for
approval at October 16, 1989 Council Meeting.
6. PROPOSED BRIDGE AND THOROUGHFARE FEE - Item contin-
ued. Staff was tasked to explore and expand on the fee. A
listing of all fees paid by developers is to be brought back
at the same time.
7. ADJUSTMENT IN SEWER CONNECTION FEE - The Committee
recommended approval. The resolution would authorize an
inflation adjustment increasing the fee by 11.4% immediately
and tieing it to an annual Cost Index adjustment. Item will
be placed on the October 16 agenda.
8. TEMPORARY HIRES - The Committee referred this item
to the Personnel Committee.
9. PROPOSE ORDINANCE FOR THE COLLECTION OF COSTS IN
INVESTIGATION AND PROSECUTION OF CRIMES - Item continued for
further review by the Police Department and city Attorney. To
be returned to the Committee within 30 days.
10. THE ISSUE OF SWEARING IN WITNESSES WHO TESTIFY
BEFORE THE MAYOR AND CITY COUNCIL - Item continued for 30
days.
11. FEE WAIVER OR REFUND TO NON PROFIT CORPORATIONS -The
Committee recommended approval of the recommended ordinance
but asked that the amount of refund or waiver be set at
$25,000 rather than $50,000. Item will be placed on the
October 16 agenda.
