BACKGI'OUNO...:. The San Bernardino County Office of Homeless Services was established in 2007 by the Board of Supervisors to address the issue of homelessness in San Bemardino County. The Mayor's Office has represented the City of San Bernardino on the County's Interagency Council on Homelessness (ICH) since 2007. The County Office of Homeless Services collaborated with County Agencies serving the homeless population, as well as Cities, and homeless service providers to develop the San Bernardino County 10 Year Plan to end Home/essness; also, that ongoing collaboration develops the annual grant submission to HUD for the federal homeless continuum of care dollars. The Office of Homeless Services recently released the San Bernardino County Point-In- Time Count & Survey Report which showed a 66% increase from the 2009 count and resulted in a total of 2,876 persons counted countywide compared to 1,736 counted in 2009. Although there is no City specific data in the report, the City of San Bernardino has typically had more homeless individuals than any other City in the County. In 2010, the Community Action Partnership through the Homeless Management Information System (HMIS) reported that 1,474 homeless individuals reported the City of San Bernardino as their City of Last Known Permanent Address. Also, 2,519 homeless children were identified by the San Bemardino City Unified School District during the 2009/2010 school year. The Office of Homeless Services has developed City specific Indicators of Potential Homelessness. The City of San Bernardino Indicators of Potential Homelessness is Attachment A to this report. A major indicator is the 45.9% of San Bernardino residents who are receiving welfare assistance due to poverty (2011 Report County Residents Receiving Aid Distribution by Cities Prepared by the Human services Legislation & Research Unit). Tom Hernandez, the Manager of the County Office of Homeless Services will present a power point, Attachment B to this report, detailing the City of San Bernardino Indicators of Potential Hornelessness. Mr. Hemandez will also recommend that Council Members receive the ICH agendas and minutes. FINANCIAL IMPACT: There is no financial impact. RECOMMENDATION: Accept and file the San Bernardino County Office of Homeless Services report on City of San Bernardino Indicators of Potential Home/essness.
