Description: Finance: Council Notes: Agenda Item No: M/CC Date: 17 10/03/2011 Monday, October 3,2011 Attention San Bernardino City Council - I am writing today in regards to item number 17 on the city council agenda. I would like this letter to be included as part of the official public record as I will not be able to be in attendance for tonight's meeting for public comments. At issue is systemic and widespread negligence of every leader associated with the San Bernardino International Airport. While the roles and responsibilities vary from one management position to another is seems clear from reading the Grand Jury Ad-Hoc Committee Report that clear and obvious best-practices were circumvented. Unfortunately for Mayor Morris, he is at the head of the boards and committees holding oversight authority and he has largely been viewed through his position as one of the primary leaders of the project at all levels. It was a campaign issue for him during his recent reelection. Given the vast amount of mismanagement identified in the report it seems clear that Mr. Morris either turned a blind eye to this mismanagement or was incapable of dealing with real and clear issues regarding expenditures of public funds. Mr. Morris would have you believe that San Bernardino residents are suffering from some of the most difficult economic conditions since the Great Depression. This is often the reason cited for cuts to police and fire services as well as other public services in the city of San Bernardino.Yet in spite of these facts,cost associated with the redevelopment of the former Norton Air force Base were virtually left unchecked and cost sky rocketed month to month,more than doubling initial estimates. I would have hoped that in either his role as the co-chair as the IVDA board or President or the San Bernardino International Airport Authority Commission he would have brought some question forward regarding the expenditure of public funds. It seems incumbent upon a person in his position of authority to ask just simple questions at a minimum like, why the initial estimates were so clearly wrong and why a convicted felon (Scott Spencer) is in any type of capacity able to do business with the city of San Bernardino. Mr. Morris'lack of oversight and negligence are grounds to call for his resignation or at a minimum he should step aside from all IVDA and SBIA business until the FBI has completed their investigation and announced their findings. If this doesn't happen I am only left to wonder if the 200+ million SBx project is going to come under the same FBI scrutiny. This project in fact started out, in terms of total dollars smaller than the Airport redevelopment. I shouldn't have to remind you who sits on the Omni Trans Board,but just in case it is Mr. Morris.
