I .. 2-0 ..6if CITY OF SAN BERNARDINO REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to implement a "No Parking Any Time" zone on Lincoln Drive between Highland Avenue and the end of Lincoln Drive approximately 1200 feet south of21" Street. Background: The Traffic Engineering Section has received numerous complaints including one from the Home Depot relative to truck parking on Lincoln Drive south of 21'1 Street. Large semi-trucks are constantly parked within this area obstructing the view of motorists attempting to enter Lincoln Drive from the Home Depot Driveways. Additionally, trucks will at times park across the street from each other etTectively narrowing the road to the point where only one vehicle can safely travel on the street at anyone time. Although no complaints have been received regarding the section of Lincoln Drive between 21 'I Street and Highland Avenue, staff included this area in their evaluation. Lincoln Drive within this area is comprised of The Home Depot and a vacant restaurant on the west side of the street and Verizon, Kitchen Specialists, a Thrit1y Gas Station and two homes on the east side of the street. Staff was able to contact representatives of all the referenced establishments that are in business. There was unanimous concurrence and the idea of a "No Parking" zone on Lincoln Drive was welcomed. Contact was also made with the owner of one of the two homes located within the area. The owner that statT was able to contact did not raise objections to the establishment of a "No Parking" zone. Several attempts were made to contact the owner of the home located on the northeast comer of2ls1 Street and Lincoln Drive, including a visit on a Saturday morning, however, statTwas unable to reach anyone at this residence. Traffic Engineering StatT evaluated the area on several occasions and was able to confirm the conditions and determined that there is a valid concern. The situation is significantly worse on weekends. Staff determined that a "No Parking" zone would improve traffic safety. StatT therefore recommends that a "No Parking" zone be approved for both sides of Lincoln Drive. Staffrecommends that the attached Resolution be approved authorizing the installation of a "No Parking Any Time" Zone on Lincoln Drive between Highland Avenue and the south end of Lincoln Drive, approximately 1200 feet south of 2151 Street. Staff estimates 10 signs at 5250.00 each will be required. TO 3 ESTABLISH A NO PARKING ANY TIME ZONE ON LINCOLN DRIVE BETWEEN HIGHLAND AVENUE AND THE TERMINUS OF. LINCOLN DRIVE 4 APPROXlMA TEL Y ONE-THOUSAND TWO HUNDRED FEET SOUTH OF TWENTY- 5 FIRST STREET. 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 8 SECTION I: For the purpose of establishing a No Parking Any Time Zone 9 pursuant to San Bernardino Municipal Code Section 10.16.020, on Lincoln Drive between 10 Highland Avenue and the terminus of Lincoln Drive south of 21st Street, Resolution No. 3985, 11 which prohibits parking upon certain designated streets or portions thereof, Section One is 12 amended by adding the following Subsection 20.2 Lincoln Drive, to read as follows: 13 14 15 ..
