Svnonsis of Previous Commission/Council/Committee Action(s):
On January 8, 2009, Redevelopment Committee Members Johnson, Baxter and Brinker unanimously voted to recommend that
the Community Development Commission consider this action for approval.
On, October 20, 2008, the Community Development Commission and the Mayor and Common Council authorized execution of
an Agreement for the administration and implementation of a Community Beautification Services and Blight Abatement Program
between the City of San Bernardino Parks, Recreation and Community Services Department and the Redevelopment Agency of
the City of San Bernardino.

PURCHASE OF DIESEL POWERED COMMERCIAL RIDING LAWN MOWER FOR THE
COMMUNITY BEAUTIFICATION SERVICES AND BLIGHT ABATEMENT PROGRAM

INDUSTRIAL, UPTOWN AND SOUTH VALLE REDEVELOPMENT PROJECT AREAS)
BACKGROUND:
On October 20,2008, the Community Development Commission of the City of San Bemardino ("Commission")
and the Mayor and Common Council of the City of San Bernardino ("Council") authorized the execution of an
Agreement for the Administration and Implementation of a Community Beautification Services ("CBS") and
Blight Abatement Program between the City of San Bernardino Parks, Recreation and Community Services
Department ("Parks") and the Redevelopment Agency ("Agency") of the City of San Bernardino. Funding in
the amount of $250,000 was budgeted in the Agency's adopted FY 2008-2009 budget for the CBS Program to
cover the cost of program personnel services, maintenance and operations, and equipment.
CURRENT ISSUE:
Pursuant to the Agreement, a three-person team has been assembled. These staff members have been hired by
the Agency as temporary employees; however, they are under the day-to-day supervision of Parks. They have
been cross-trained in landscape maintenance, tree trimming, graffiti abatement and general construction, and
have completed several projects from the downtown area to the Metrolink. A work van has also been purchased
by the Agency.
In order to facilitate the efficient maintenance of large landscaped areas, the CBS team needs a diesel powered
commercial riding lawn mower. The mower's 10-12 foot wide cutting capacity will greatly accelerate the
mowing of large areas of turf. This purchase is part of the $250,000 CBS program budget. Bids have been
solicited with the lowest of three quotes provided by STAR in the amount of$51,437 for the purchase of the
Toro GM 4000 4WD mower. This quote was obtained using the California Multiple Award Schedules (CMAS)
contract through the California Department of General Services.
ENvmONMENTAL IMPACT:
Approval of this equipment purchase has no environmental impact under the California Environmental Quality
Act ("CEQA") Guidelines.
FISCAL IMPACT:
The cost ofthe Toro GM 4000 4WD mower is $51,437.
RECOMMENDATION:
That the Mayor and Common Council and the Community Development Commission adopt the attached
Resolution(s). --

WHEREAS, the City of San Bernardino Parks, Recreation and Community Services

Department ("Parks") has requested funding in the amount of $250,000 for the administration and

implementation of a Community Beautification Services ("CBS") and Blight Abatement Program;
and

WHEREAS, the Community Development Commission of the City of San Bernardino
("Commission") has set aside Redevelopment Agency of the City of San Bernardino ("Agency")
funding for the program through the budget process for Fiscal Year 2008-2009 in the amount of
$250,000; and

WHEREAS, the CBS Program is staffed by a three (3) person team cross-trained in
landscaping, tree trimming, graffiti abatement and general construction; and

WHEREAS, services under the CBS Program will be provided In the following
Redevelopment Project Areas: Central City Meadowbrook, Central City North, Central City South,
Central City West, Central City East, Mt. Vernon Corridor, Southeast Industrial, Uptown and South
Valle.

NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS

FOLLOWS:

Section 1.
The Commission hereby approves and hereby authorizes the Interim

Executive Director of the Agency to purchase a Toro GM 4000 4WD commercial riding mower for
use by the CBS Program team in the amount of $5 I ,43 7.
Section 2.
This Resolution shall take effect from and after its date of adoption by this
Commission.
