That the actions of the City Manager to impose a freeze on hiring, travel and training for Manager-Directed
Departments is hereby ratified by the Mayor and Common Council.

Ratification of the City Manager's Freeze on Hiring, Travel and Training for
Manager-Directed Departments

In a December 12, 2008 memorandum to the Mayor and Common Council, the City Manager
advised that he was imposing a hiring, travel and training freeze due to the current budget
situation.
This office has been asked if his action needs the approval of the Mayor and Common Council.
To avoid any legal issues that might otherwise arise, including potential challenges from any of
the City's bargaining units relative to these actions of the City Manager, it is recommended that
the Mayor and Common Council ratify the hiring, travel and training freezes stated in the City
Manager's above-mentioned memorandum of December 12.
The City Manager has provided an additional memorandum, clarifying the intent of the
information contained in his December 12,2008 memorandum.
