STAFF REPORT
Subiect:
Resolution awarding a contract to AK Engineering for Traffic Signal Modifications at Waterman
Avenue and Parkdale Drive (TC05-07), per project Plan No. 11628.
Background:
On August 20, 2007, the Mayor and Common Council allocated as part of the FY 2007-08
Capital Improvement Program (CIP), $95,000 for traffic signal modifications at Waterman
Avenue and Parkdale Drive. During the FY08-09 CIP, these funds were carried over since the
project was not done in FY07-08 as originally anticipated. The purpose for the modifications is
to add protected left-turn movements by installing new signal heads with left-turn arrows.
This project consists of the following:
I. Traffic Pole replacement.
2. Addition of pedestrian signal heads.
3. Addition of protective permissive signal heads.
4. Painting of traffic striping and legends.
The plans and specifications for this project were completed and the project advertised locally in
the San Bernardino County Sun Newspaper, F. W. Dodge, Construction Data Hot Sheet, Reed
Construction Data and Bid America, Construction Bid Source, the City's web sites, and the San
Bernardino Area Chamber of Commerce.
Bids have been received and are listed below:

Based on review of the sealed competitive bids received, staff has determined that AK
Engineering of San Bernardino, the apparent low bidder, has met the minimum requirements of
the specifications and bid guidelines; and, therefore, recommends that the Mayor and Common
Council award the referenced contract to AK Engineering.

The estimated project costs are as follows:
Construction Cost (Basic Bid) $ 77,010.00
Contract Management and Inspection (8.2%) $ 6,289.00
Contingencies (10%) $ 7,701.00
Estimated Total Project Cost $ 91,000.00
If approved, this project is expected to begin construction in January of 2009 and be completed
by May 2009.
Financial Impact:
Adequate funding for this project is available in Account No. 258-359-5504-7492 "Traffic
Signal modification at Waterman Avenue and Parkdale Drive" (Te05-07).
Recommendation:
Adopt Resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AWARDING A CONTRACT TO AK ENGINEERING FOR TRAFFIC
SIGNAL MODIFICATIONS AT WATERMAN AVENUE AND PARKDALE DRIVE
(TCOS-07) PER PROJECT PLAN NO. 11628.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. AK Engineering, 1254 S. Waterman Avenue #17, San Bernardino,
California 92408, is the lowest responsible bidder for the Traffic Signal Modification at
Waterman Avenue and Parkdale Drive (TC05-07) per project Plan No. 11628.
A contract is awarded accordingly to said bidder in a total amount of $77,010.00, with a
contingency amount of $7,701.00, but such award shall be effective only upon being fully
executed by both parties. All other bids, therefore, are hereby rejected. The City Manager is
hereby authorized and directed to execute said contract on behalf of the City; a copy of the
contract agreement is on file in the office of the City Clerk and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. The Director of Finance is hereby authorized and directed to issue a
Purchase Order for additional services based on said contract.
SECTION 3. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 4. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of passage of the resolution.
