Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
City Manager to submit an application to the California State Office of Emergency Services for a
California Gang Reduction, Intervention and Prevention (CalGRIP) grant.
Backl!round:
The California State Office of Emergency Services has released a Request for Proposals (RFP)
for the California Gang, Reduction, Intervention and Prevention (CalGRIP) Program for Cities.
Cities may apply for up to $400,000 in grant funds. In addition, three California foundations
have pooled $1 million to provide technical assistance for up to three cities that obtain CalGRIP
grants and seek to implement an evidence-based strategy to reduce gang and youth gun violence
through focused deterrence and employment. The City of San Bernardino is in an excellent
position to successfully apply for and receive CalGRIP funds.
The Mayor's Office of Community Safety and Violence Prevention has been working with the
National League of Cities' Institute for Youth, Education, and Families, as well as the National
Council on Crime and Delinquency, and the Governor's Office, as part of the California 13-
Cities Gang Prevention Network. The goal of the Network is to reduce gang-related violence and
victimization through cross-city peer learning, to identify and implement best practices and to
initiate State policy change to reduce gang violence. Operation Phoenix is being viewed as a
model for gang prevention by the Network as it incorporates best practice elements as defined by
the U.S. Department of Justice Office of Juvenile Justice Delinquency Prevention (OJJDP)
Model Programs.
Last year, the City of San Bernardino submitted two applications for CalGRIP funding. The San
Bernardino Police Department submitted a CalGRIP application last year to fund a Police
Officer for increased suppression efforts, but the application was not funded. The San
Bernardino Employment Training Agency also submitted a CalGRIP application that was
successful in obtaining $300,000 by using Operation Phoenix as the centerpiece for interagency
collaboration and as a referral source for high risk youth needing job training and employment.
The State Employment Development Department recently made a site visit to SBET A and
Operation Phoenix and they were pleased with the CalGRIP work being done by SBET A.
This year, the Young Visionaries Youth Leadership Academy received a $200,000 federal grant
from the Office of Juvenile Justice Delinquency Prevention by proposing to use the Operation
Phoenix Street Team as a source for interagency resources and referral and coordination of
services in the Operation Phoenix target areas. Since receipt of the grant, the Mayor's Office and
Operation Phoenix Street Team have been working with Young Visionaries on implementation
of the program.

Proposed CalGRIP Application:
As noted above, this year additional grant funding is available to cities through CalGRIP for
grants up to $400,000. To develop ideas for the city's application, the Mayor's Office held
several discussions and meetings with the City Manager's Office and the Police Department. It
was agreed that based on last year's funding decisions by CalGRIP and the success of Young
Visionaries' application for federal funding, the city's application should include partnerships
with community-based organizations and linkages with the Operation Phoenix collaborative.
To this end, the Mayor's Office engaged several new partner agencies for this year's CalGRIP
application: Catholic Charities, the San Bernardino National Forest Association - Urban Youth
Conservation Corps (UYCC), and California State University San Bernardino, Center for the
Study of Correctional Education. The application proposes to fund an anti-gang program with
the elements sought by the CalGRIP RFP (gang prevention, intervention, reentry, education, job
training and skills development, family and community services) by contracting with two
existing community-based organizations (Catholic Charities and UYCC) to augment their
services to youth involved in gang activity or at-risk of gang affiliation. The application would
also contract with the CSUSB Center for the Study of Correctional Education for the program
evaluation and reporting required by CalGRIP.
Catholic Charities has a long and distinguished history of providing social services in the City of
San Bernardino. Their local office is located in the Operation Phoenix central target area.
Catholic Charities proposes to serve 50 gang-involved 18 to 25 year-old youth who are referred
through the Probation Department and the California State Department of Juvenile Justice
(OJJDP). Catholic Charities will provide "wraparound case management" services to this
population, based on the OJJDP model program strategy that reduces recidivism through
intensive intervention work with the offender and their family. Catholic Charities will work with
the Operation Phoenix Street Team to identify this target youth population in the Operation
Phoenix target areas and to access resources for the youth and their families.
The Urban Youth Conservation Corps (UYCC) proposes to serve 20 high-risk youth ages 12 to
17 identified through the Probation Department and the Operation Phoenix Street Team in the
Operation Phoenix target areas. Participants in the UYCC are engaged in three program
elements: (I) technical training and participation in forestry management and professional tree
care through hands-on experience in the San Bernardino National Forest and San Bernardino city
parks; (2) participant development through weekly classes such as life skills, job readiness
training, employability skills building, anger and stress management classes, and other trainings
adapted from the National Fire Academy; and (3) educational enrichment through tutoring and
innovative classes to improve the academic performance of UYCC participants. The UYCC has
an existing contract with the Housing Authority, and they have been successful in keeping 80%
of the youth they serve out of the gang lifestyle; and, many of those youth receive the skills
necessary to obtain jobs with the forestry service.
Finally, the CSUSB Center for the Study of Correctional Education will provide the outcomes
evaluation for the grant including tracking: 1) recidivism rates, 2) number of youth entering
employment, 3) family functioning, and 4) pre/post qualitative research on criminal and gang
related attitudes and behavior.

The preliminary budget for the grant funds are:
· $125,000 per year for Catholic Charities
· $57,500 per year for Urban Youth Conservation Corps
. $7,500 per year for CSUSB; and
· $10,000 per year for the City administration of the grant.
The new CalGRlP RFP requires a dollar-for-dollar match of the funds awarded to the recipient
(cash or in-kind). The Mayor's Office has discussed the matching requirement with the program
participants, and determined that the requirement can be met by the federal and local matching
sources obtained by Catholic Charities and the Urban Youth Conservation Corps. The in-kind
matches from these organizations will be detailed in the final budget.
Grant funds cannot be used to supplant existing activities. The grant period will be from January
1,2009 to December 30, 2010. The due date for the grant is November 24, 2008. The City
Manager's Office will administer the grant funds; the Mayor's Office will oversee the grant's
programmatic elements.
Fiscal ImaDct:
The estimated $400,000 in grant funding for two years will be placed in separate account and
disbursed for approved activities. There will be no cost to the City as the in-kind match required
by the grant will be provided by the participating community-based organizations and the grant
provides for up to $10,000 per year to cover the City's cost of administering the grant.
Recommendation:
Approve resolution authorizing the City Manager to submit the CalGRIP grant proposal to the
California State Office of Emergency Services.

Reduction, Intervention and Prevention (CaIORIP) grant.
