',' Cg4 c:-~J (;', C.. )7~~ {l 11 c {JL.{/.1c/ L, O.ePu 7-" C, 'f..u ;;ft7J~>1 v~ - - RESOLUTION NO. 87-12 A RESOLUTION OF THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT BOARD RECOMMENDING THAT CITIES AND COUNTIES INCLUDE AN AIR QUALITY ELEMENT IN THEIR GENERAL PLANS. WHEREAS, to assist the Board of Directors of the South Coast Air Quality Management District in fulfilling its responsibilities with regard to attainment of the federal and state air quality standards, said Board desires that cities and counties within said District include an air quality element in their general plans; and WHEREAS, cities and counties within California are required by state law to prepare and to periodically review and revise, as necessary, a general plan; and WHEREAS, cities and counties are also required to implement their general plans by actions, including the use of zoning and subdivision ordinances, and are also required to promote the coordination of their general plans with the plans and programs of other public agencies; and WHEREAS, the Air Quality Management Plan, jointly prepared by the SCAQMD and the Southern California Association of Governments (SCAG), is one of the plans with which cities and counties must coordinate their efforts in the preparation and implementation of their general plans; and WHEREAS, state law authorizes cities and counties to include an air quality element as part of their general plans; and WHEREAS, the State Office of Planning and Research (OPR) has pUbliShed General Plan Guidelines for use by cities and counties in which OPR advises that, where direct technological controls on stationary and mobile sources are insufficient to attain and maintain air quality health standards, local governments must adopt land use and transportation controls that will reduce air pollution; and WHEREAS, the SCAQMD and SCAG provide technical assistance to juriSdictions in developing and adopting ordinances, regulations and procedures for implementing land use and transportation controls that will reduce air pollution; 'lnd - IIIIiiiiIiIiP ......... WHEREAS, a number of cities and counties in other Districts in California have already adopted an air quality element as a part of their general plans; NOW, THEREFORE, BE IT RESOLVED that the South Coast Air Quality Management District Board of Directors recommends that cities and counties in the South Coast Air Basin amend their general plans to include an air quality element which will assure that air quality considerations are fully examined and that air quality is enhanced as a result of actions taken in compliance with the general plan; BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to each city and county within the South Coast Air Basin. Land Use and Code Requirements o Allowing mixed land uses o Infilling (increased densities) o Allowing maximum parking requirements instead of minimum number of parking spaces o Providing jobs/hOUSIng balance o Limitations on housing units o Recognizin~ sensitive receptors (e.g., schools and hospitals) o Facility desIgn (e.g., improved access and egress from offices, shoppIng centers, etc.; restricting location of drive-up facilities) o Require or encourage good maintenance practices at development and construction sites o Reducing or restricting areas used by off-road vehicles o Traffic flow improvements o Traffic signalization 2. Parking Management Eliminating or restricting on-street parking in non-residential neighborhoods Mandatory parking fees for parking lots Increased use of parking meters Requiring preferential parking for carpools and vanpools in all parking lots 3. Coordination with Local Agencies and Jurisdictions o Notifying District of business changes through business licensing and permit system o Working with surrounding jurisdictions to coordinate land use and development, and transit corridors o Working with District, SCAG, and local counties to update General Plans, make them internally consistent, and include an Air Quality Element or air quality overlay criteria WHAT CmES CAN DO TO HELP REDUCE AIR POLLUTION: TIlE CLEAN CmES PlAN What can District Cities do to help reduce air pollution? By using their authority to encourage and/or require organizations and people within their jurisdictions to. adopt measures in suppo" of clean air, Clean Cities can playa major role in the battle against smog.
