STAFF REPORT
SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino to authorize
execution of Amendment No. I of the Vendor Service Agreement with All City
Management Services to provide crossing guard services at Victoria Elementary School
in the City of San Bernardino and to authorize Amendment No. I with the Crossing
Guard Services Agreement with Redlands Unified School District to equally share the
costs of the program. Additionally, to transfer funds from Account 001-217-5014 (Part
Time Salaries) to Account 00]-217-5505 (Other Professional Services) to pay for the
services rendered.
BACKGROUND
Victoria Elementary School is located at 1505 S. Richardson Avenue in the City of San
Bernardino. Although located in the City of San Bernardino, the school is located within
the Redlands Unified School District. During the 2007-08 school year, the Redlands
Unified School District and the City of San Bernardino - Police Department entered into
an agreement to provide for a crossing guard at the school (on City streets) and to share
the cost associated with that crossing guard. The agreement to share the cost of the
services is the same as the agreement with San Bernardino City Unified School District.
All City Management Services was contracted as a vendor to provide the crossing guard
services at that school site. Thusfar, the work provided by the vendor has been
exceptional. During the process to provide these services last school year it was
discovered that All City was the only vendor in the field (locally). An updated search
conducted this school year still shows that All City is the only vendor currently providing
these services in the Inland Empire and throughout Southern California.
All City was recommended last year because of their relationship with the Redlands
Unified School District. The District utilizes their services through the City of Redlands
and has had several years of satisfied customer service with them. Additionally, All City
Management Services (ACMS) provides the service for 4 hours (paid) per day versus the
6 hours per day that the City of San Bernardino pays its crossing guards. ACMS charges
the City $13.74 per hour resulting in a daily cost of$54.96. The benefit to using ACMS is
the administrative oversight the company incurs to provide training, supervision and
replacements when needed. Additionally, ACMS is fully insured thereby reducing the
liability that the City is exposed to.
FINANCIAL IMPACT
The Police Department's adopted budget for FY 2008/2009 includes $390,000 for
crossing guard services (Account #001-217-5014 / Part Time Salaries). The one position
at Victoria Elementary School is anticipated to be $9,894. Projected revenues arising
from reimbursements from the Redlands Unified School District are anticipated to be
$4,947 (Revenue account #001-000-4740 / Miscellaneous Police Receipts).
Crossing Guard services are normally paid from the Part Time Salaries account (001-217-
5014). It will be necessary to transfer $9,894.00 from the Part Time Salaries account to
account #001-217-5505 (Other Professional Services) to pay the outside vendor. The
Redlands Unified School District will then reimburse the City half of the actual expenses,
approximately $4,947.00 in accordance with the agreement between the Redlands
Unified School District and the City of San Bernardino.
RECOMMENDATIONS
1. Adopt Resolution
AMENDMENT NO.1 OF THE VENDOR SERVICE AGREEMENT BETWEEN THE
CITY OF SAN BERNARDINO AND ALL CITY MANAGEMENT SERVICES.
This Vendor Service Agreement (hereafter, "Agreement") is entered into this ~ day of
, 2008, by and between All City Management Services (hereafter,
"Vendor") and the City of San Bernardino (hereafter, "City").
3. TERM
The term of this agreement shall commence on July I, 2008 and terminate on June 30,
2009, unless previously modified, amended, or cancelled by the written mutual consent
of the parties.
This Agreement may be terminated at any time by thirty (30) days written notice by
either party. The terms of this Agreement shall remain in force unless mutually amended.
The duration of this agreement may be extended with the written consent of both parties.
All other terms and conditions will remain the same.

AMENDMENT NO.1 TO THE CROSSING GUARD SERVICES AGREEMENT BETWEEN
THE CITY OF SAN BERNARDINO AND THE REDLANDS UNIFIED SCHOOL DISTRICT
This Agreement is made and entered into this _ day of . 2008 by and between the
Redlands Unified School District, hereinafter referred to as the "District" with its principal place of
business at 20 West Lugonia Avenue, Redlands, California 92373, and the City of San Bernardino -
Police Department, hereinafter referred to as the "City" having a business address at 710 North 'D' Street,
San Bernardino, California 9240 I.
I. TERM OF AGREEMENT
A. This Agreement is effective beginning July I, 2008, and continuing through June 30,
2009. The school year is from July I to June 30 of each succeeding year.
v. CITY'S FEE AND PAYMENT THEREOF
A. The actual costs of the services for the 2008-2009 school year are estimated to be
$9,894.00. In accordance with the negotiation with the City, the District agrees to
compensate the City for one-half of the costs of services rendered to accomplish the
results required hereunder, in a total amount not to exceed $4,947.00. The cost for the
crossing guards is an estimated cost of $13.74 per hour, including benefits, 4 hours per
day, 180 school days. Invoices are submitted quarterly (three months).
All other terms and conditions will remain the same.

9 WHEREAS, the parties wish to extend the Agreement through the 2008f2009 school year.
10 THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
11 THE CITY OF SAN BERNARDINO AS FOLLOWS:
12 SECTION 1: The program costs for crossing guard services for Victoria Elementary
13 School are projected to be $9,894.
14 SECTION 2: Pursuant to this determination, the City Manager of San Bernardino is
15 hereby authorized and directed to execute Amendment No. I to the Services Agreement with the
16 Redlands Unified School District for the 2008/09 school year amending specified terms and
17 conditions. A copy of said Amendment No.1 is attached hereto as Exhibit "A" and incorporated
18 herein by this reference.
19 SECTION 3: That the implementation date of this Agreement is July 1,2008; therefore,
20 any action taken between July 1, 2008 and the date that this resolution is adopted is hereby ratified.
21 SECTION 4: The authorization to execute the above referenced amendment to the
22 Services Agreement is rescinded if it is not issued within sixty (60) days of the passage of this
23 resolution.

WHEREAS, the City of San Bernardino has an existing Agreement with All City Management
Services to provide crossing guard services at Victoria Elementary School; and
WHEREAS, the City wishes to extend the Agreement for the 2008/2009 school year; and,
WHEREAS, the cost for said services is projected to be $9,894; and,
WHEREAS, All City Management Services is the only vendor providing crossing guard

THEREFORE, BE IT RESOLVED BY THE MA YORAND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
