Hispanic Chamber of Camrerce "Enployment Preparedness" project for FY 1987/1988

Recommended motion:

STAFF REPORT
On March 3, 1987, the Inlam Erlqlire Hispanic Olamber of Camllerce
submitted a funling proposal for $22,285.50 to develop an Erlqlloyroont
Preparedness project.
On May 18, 1988, the Mayor am 0::Iml0n Council approved COB:; funling of
the project which approved am adopted the CamlmJnity Develc.pnent Citizen
Advisory Committee (CDCAC) :reccJ!1lllenjation. A letter was sent to the
Hispanic Olamber on May 26, 1987 requesting that a detailed budget and
scope of seJ:Vices be folWclrded to the Camnunity Development Deparbrent
so an agreement could be prepared am the project initiated. No
response was receiVed to this or a rnnnber of future requests for said
information.
'Ihe CamlmJnity Development Deparbrent =ently has a joint powers
agreement with the San Bernardino County Department of Economic am
Canm.mity Develc.pnent for a Hispanic Olamber project furrled in FY
1984/1985, which includes various activities for the education of
hispanic business owners. 'Ihe City'S portion of this agreement was
$45,000.00. CUrrently, the balance in that acx:ount is $10,572.00. 'Ihe
city has requested quarterly reports fran the Hispanic Olamber to
detennine the progress of this activity am to date, no response has
been received despite written and verlJal requests. 'Ihe County ECD is
lead agency for this project and it has indicated that the Hispanic
Olamber has internal am organizational problems, which are hin:iering
its performance in this contract (84/85).
It appears that the apparent internal problems of the Hispanic Olamber
prevent it fran fully executing its responsibilities un::'ler the FY
1987/1988 proposed agreement for $22,285.50 as evidenced by its
performance un::'ler the FY 1984/1985 agreement with the City am County.

Comment:
The Hispanic Chamber is being advised of recommendation.
They could reapply for funding at a later point if project is
closed out.
