STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday,
August 16, 1988.
A total of four bids were received, ranging between
$18,730.00 and $49,716.00. The low bid of $18,730.00 is 6.11 over
the Engineer's estimate of $17,660.00.
This sewer line has been a maintenance problem for several
years and there have been accidental overflows from this line.
Listed below is the total estimated project cost, based
on the actual low bid price:

An amount of $21,300.00 has been allocated in Account
No. 121-544-57735 for this construction. Supplemental funds may
be needed to finance any contingencies encountered.
Staff recommends the contract be awarded to the low bidder,
Four-Way Construction, Inc.
The owner of the property over which the easement was
acquired agreed to grant permission for the sewer to be installed,
in return for the parking lot for his chiropractic office being
resurfaced and restriped. An estimate of $3,000 has been prepared
by the Public Services Department. This work will have to be done
since it is a right of way obligation. The funds to cover the
actual costs can be provided from the CDBG Fund 538.
The costs for work by City Forces as a right-of-way obliga-
tion will increase the total estimated project cost to $25.500.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO FOUR-WAY CONSTRUCTION, INC. FOR CONSTRUCTION OF A
SEWER IN AN EASEMENT NORTH OF TWENTIETH STREET, FROM "G" STREET
266' EASTERLY.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Four-Way Construction, Inc. is the lowest
7 responsible bidder for construction of a sewer in an easement
R located north of Twentieth Street, from "G" Street 266' easterly,
9 in accordance with Plan No. 7461, for the total amount of
10 $18,730.00, and a contract is awarded to said bidder accordingly,
11 but such award shall be effective only upon the contract being
121 fully executed by the parties; all other bids therefore are
13 hereby rejected; and the Mayor is hereby authorized and directed
14 to execute said contract on behalf of the City; a copy of the
15 contract is attached hereto, market.! Exhibit "A" and incorporated
16 herein by reference as fully as though set forth at length.

SECTION 2. This contract and any amendments or
III modifications thereto shall not ta ke effect or become operative
