From 52nd Street to 54th Street, dedication and improvements have been required as a condition of development. Four parcels have not developed. Some time ago, the City embarked on a program to secure the necessary right-of-way, in order that sufficient paving could be placed to open the street to traffic. Authorization was granted to initiate eminent domain pro- ceedings against one property owner. This action was dropped when the owner agreed to dedicate the necessary right-of-way, in return for the City paving 12 feet from centerline and not requiring the remaining improvements until such time as the adjoining parcel is developed. The other three property owners have dedicated the right- of-way for Genevieve Street, under generally the same conditions. South of 54th Street, Genevieve Street is only wide enough for one lane of traffic. There is a point where essentially the entire street is unpaved. The City could be exposed to addi- tional liability by this street not being paved to provide for two lanes of traffic. A map of this area is attached for reference. The rights-of-way from the four undeveloped parcels were granted with the understanding that the City would place sufficient paving to open the street to traffic.
