Subiect
A Resolution of the Mayor and Common Council of the City of San Bernardino to
provide for an increase in rates for taxicab service and repealing Resolution 2005-151.
Background
On August 27, 2008, the City Clerk's office received a petition for taxicab rate increases
from San Bernardino Yellow & Bell Cab. This petition was heard at a regular meeting of
the Bureau of Franchises held September 9,2008. The Bureau members voted
unanimously that the taxicab rate increases requested by San Bernardino Yellow & Bell
Cab be forwarded to the Mayor and Common Council for approval. The last increase for
taxicab rates occurred with the approval of Resolution No. 2005-151 on June 6, 2005.
The petition received from San Bernardino Yellow & Bell Cab (attachment A), states that
"Due to the current situation I am compelled to request a modification of the current
mileage reimbursement rate. As you know, the cost of fuel has risen to levels that were
unimaginable just a year to two ago." The petition requests the following increases in
taxicab rates:
. An increase in the flag drop or start up cost from $2.20 to $2.60 (first 1/lOth mile)
. A modification of the mileage charge from $2.20 to $2.60 per mile.
. A modification of the waiting time per hour from $24.00 to $27.00.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO TO PROVIDE FOR AN INCREASE IN RATES FOR
TAXICAB SERVICE AND REPEALING RESOLUTION 2005-151.
WHEREAS, previously Resolution 2005-151 established rates for taxi service in
San Bernardino.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION I. The maximum rates for taxicab service shall be as follows:
A. The maximum rate for the first 1/IOth mile or flag drop shall be $2.60.
B. The maximum mileage rate shall be $0.26 for each additionallllOth mile or fraction thereof
($2.60 per mile).
C. The maximum waiting time and/or traffic delay charge shall be $0.225 for every 30 seconds
or fraction thereof ($0.45 per minute, or $27.00 per hour)
This resolution shall take effect immediately upon adoption by the Mayor and Common
Council.

SECTION 2. Resolution 2005-151 is hereby repealed.

Re: Taxi cab meter rate modification
Dear Ms. Buechter
Please consider this letter to be a formal request for a taxi cab meter rate modification.
Due to the current situation, I am compelled to request a modification of the current
mileage reimbursement rate. As you know, the cost of fuel has risen to levels that were
unimaginable just a year or two ago.
The details of the modification are as follows:
Meter flag drop $2.60 first 1110 of a mile
$0.26 eacb additional 1110 mile ( $2.60 per mile tbereafter )
$27.00 per bour waiting time / time and/or traffic delay
As of this date, in Riverside and San Bernardino Counties, the average cost of a gallon
of fuel is $4.03 //
Thank you in advance for your kind consideration and prompt attention to this very
pressing matter.

Due to several inquiries about increased rates for licensed taxicabs in the City of
Murrieta, the City Manager suggested; and on August 5, 2008, the City Council pre-
approved the rates as listed below. However the rates are not effective until each
taxicab business permit holder files a statement of their rates with the City Clerk in
accordance with Murrieta Municipal Code section 10.60.110 (8).
$2.50 meter drop;
$0.25 each 11th of a mile ($2.75 per mile);
$5.25 for first mile and $2.75 per each mile thereafter;
Waiting time at $0.60 per minute which equates to $36 per hour

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MURRIETA, CALIFORNIA,
APPROVING INCREASED RATES FOR LICENSED TAXICABS IN THE CITY
WHEREAS, the City of Murrieta ("City") adopted Ordinance No, 344-05 regulating taxicabs
and Resolution 05-1539 establishing fees for taxicab business permits, both effective
January 1, 2006; and
WHEREAS, Murrieta Municipal Code section 10,60,11 O(B) requires that taxicab business
permit holders submit to the City Clerk a request for City Council approval of proposed rate
changes not less than sixty (60) days in advance of changing rates; and
WHEREAS, the City has recently received multiple inquires from taxicab owners and
operators about increasing meter rates due to rising operating costs, including insurance,
repairs, regulatory fees, and particularly fuel; and
WHEREAS, on February 5, 2008, the City Council adopted Resolution 08-1942 approving
increased meter rates for and at the request of Southwest City Coach; and
WHEREAS, in order to avoid multiple applications for rate increases and, for efficiency and
timeliness purposes, it is in the best interest of the City to approve increased meter rates for
licensed taxicabs in the City, consistent with the rates approved for Southwest City Coach,
NOW, THEREFORE, BE IT RESOLVED, by the City Council of Murrieta, California, as
follows:
1, That increased meter rates for all taxicabs companies with current business licenses and
taxicab business permits in the City of Murrieta are approved as follows:
a, $2,50 to start ~ncludes the first 11th of a mile);
b, $0,25 each 11 of a mile ($2,75 per mile); //
c, $5,25 for first mile and $2,75 per each mile thereafter;
d, Waiting time at $0,60 per minute, which equates to $36 per hour,
2, That the above increased rates, or any rates up to the above rates, are to be effective
upon each taxicab business permit holder's filing a statement of their rates with the City
Clerk in accordance with Murrieta Municipal Code section 10.60,110 (B) without the need
for further action by the City Council.

(LOS ANGELES, July 19, 2005) - Soolhern Celifomie's averege price for regolar
gasoline rose nearly 22 cents during the past month to come within five cents of
the alt.time record monthly average, according to the Automobile Club of Southern
California monthly Fuel Gauge Report.
The Southern California July average price for regular setf-serve unleaded
gasoline is $2.592 which compares to a June 14 average of $2.375 and comes
within the all-time record monthly average of $2.642 set in April 2005. This is the
hIghest July average recorded by the Fuel Gauge Report, exceeding the 2004
average by 34.6 cents.
'Traders and speculators have driven up the price of crude oil and gasoline over
concerns about how the hurricane season in the Gulf region will affect production,"
said Auto Club spokeswoman Carol Thorp. "Crude Oil prices have fallen below the
$60 per barrel range, so motorists might expect to see prices stop increasing as
much or level off in the coming days."
Statewide, the average price for July is $2.589, up from $2.359 in June. The lowest
average price in California still is in Marysville, where regular is selling for $2.4~O.
South Lake Tahoe reported the state's highest average price at $2.758. Santa
Barbara was close behind at $2.722. Nationally, Ihe average price is $2.314. up
from $2.13 in June.
