SUBJECT:
Request for a waiver of fees from the Sigma Beta Xi, Inc, a non profit organization, in
connection with Wyatt's Paint & Body for personnel and equipment costs in the amount of
$4,105.00 associated with the conduct of their 2008 Rockabilly66 car show.
BACKGROUND:
The non-profit organization Sigma Beta Xi, Inc. in connection with Wyatt's Paint and Body is
conducting their 2008 Rockabilly66 car show on September 20, 2008, in connection with the
City's annual Route 66 celebration. The event will be held at Nunez Park on September 20th and
they anticipate over 300 rockabilly cars to be entered into the show. Other highlights of the
event are described in the letter from Mr. Randy Wyatt, event organizer, marked Attachment A.
At their meeting of September 3,2008, the Ways and Means Committee heard this item and
recommended approval based upon the total cost of the waiver being $3,255.00. Since that time,
however, the Parks Department has increased their cost estimate due to additional services
requested by Mr. Wyatt. Their estimate for services for the event increased by $850 bringing the
total request for waiver to $4,105.00 as described below:

The organization has obtained all necessary City and outside agency permits for the event.
FISCAL IMPACT:
$4,105.00 from the FY 08-09 Civic and Promotion Account.
RECOMMENDATION:
That the request for a waiver offees from Sigma Beta Xi, Inc, in connection with Wyatt's Paint
& Body for personnel and equipment costs in the amount of$4,105.00 associated with the
conduct oftheir 2008 Rockabilly66 car show, be approved.

Wyatt's Paint & Body and Sigma Beta Xi Inc, a non profit foundation, are
holding our second annual Rockabilly66 car show. We are also a stop in the route 66
Poker Run the third year in a row. This event will be held at Nunez Park located at 1717
W. 5th Street in San Bernardino on September 20th. We will have many custom cars
entered in the show along with vendors selling food and beverages, clothing, purses, hair
accessories, car accessories and much more. We will have live entertainment, pin up
girls, and contests for kids and adults. This event is family friendly, also we will be
accepting donations for the City of Hope Foundation. We will provide a fenced beer
garden accompanied by eight security personnel and three San Bernardino police officers
assigned to us by Lt. Holmes of Western District office. The security personnel will
prevent people from carrying alcoholic beverages outside the designated area. Alcoholic
beverages will be served in distinctive cups which will not exceed 16 ounces and no more
than two alcoholic beverages may be purchased at one time by one person. Personnel
will sell beverages only to those who have shown valid LD and have obtained a
wristband. Alcoholic beverages will only be served by persons 21 years of age or older.
Beverages will be sold from 10 a.m. to 8 p.m. September 20th.
