DescriDtion) Finance: Council Notes: J?so 2O()J. 365 Agenda Item No. I ~ q../5 -08 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ADOPTING THE DIPLOMA BOUND INITIATIVE WHICH SUPPORTS POLICIES AND PROGRAMS THAT DECREASE HIGH SCHOOL DROPOUT RATES AND MITIGATES THE IMPACT OF DROPOUTS ON THE REGION. Backl!round: The Diploma Bound Initiative began with Councilman Tobin Brinker's citation of increasing problems associated with truancy in the City of San Bernardino and the recent increasing number of truant students. From the problematic issue of truancy came the development of bigger problems linked to high school dropouts. Recent research shows that the issue of high school dropouts extends beyond the reality of students not receiving a diploma. Studies suggest that high school dropouts earn lower wages, pay fewer taxes, are more likely to commit crimes, are less likely to be employed, are more likely to be on welfare and are less healthy. In September 2007, Councilman Brinker initiated the Diploma Bound Committee. The purpose of the Committee was initially to plan a Dropout Summit to which regional members or school boards and city officials from Rialto, San Bernardino, and Colton were invited to discuss these critical issues and develop regional solutions. An outcome of the summit was a desire to seek support of regional Boards of Education and City Councils and expand the current members of the Committee to other city representatives, concerned businesses, and faith-based organizations. The support that the Committee is seeking is hereby attached in the form of a resolution. WHEREAS, one of the most serious situations confronting our school system is the number of students dropping out prior to their high school graduations; and WHEREAS, compared to high school graduates, high school dropouts have been statistically. shown to earn lower wages, pay fewer taxes, are more likely to commit crimes, are less likely to be employed, are more likely to be on welfare and are less healthy; and WHEREAS, recent reports suggest that graduation rates in San Bernardino County are increasingly becoming one of the lowest in the State of Califomia, suggesting an increasing need for a regional approach to mitigating dropout rates; and WHEREAS, the City of San Bernardino is committed to the elimination of social inequities which are directly correlated to educational achievement; and WHEREAS, the whole community benefits when all children and youth are successful in school and they reach adulthood with the Imowledge, skills and values to realize their full potential and participate meaningfully in the world; and WHEREAS, the Diploma Bound Initiative was created to review research, engage in discussion and develop a regional approach to abating dropout rates in San Bernardino County. NOW, THEREFORE BE IT RESOLVED that the Mayor and Common Council of the City of San Bernardino hereby become a member of the regional :illS- ~ -/ ~-tJ$J 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Diploma Bound Initiative - A regional initiative recognizing the importance of reducing high school dropout rates and creating a regional approach to mitigate the impacts of dropouts. NOW, THREFORE BE IT FURTHER RESOLVED that the Mayor and Common Council of the City of San Bernardino authorizes the City Manager or his designee to develop plans, both internal and cross-jurisdictional, to address the high school drop out issue. NOW, THEREFORE BE IT FURTHER RESOLVED that the City of San Bernardino, in partnership with the other members of the Diploma Bound Initiative, invite all relevant public and private entities to become part of a new region-wide partnership devoted to promoting educational equity. NOW, THREFORE BE IT FURTHER RESOLVED that the City of San Bernardino, in partnership with the other members of the Diploma Bound Initiative, jointly convene a planning committee to develop a model for a region- wide, inclusive approach to reduce the number of high school dropouts and create a regional approach to mitigate the community impacts of dropouts. .
