Staff Report
Subject
An analysis of the costs associated with providing contracted Fire and Emergency Medical
Services (EMS) to the unincorporated areas of the County that are geographically located within
the City's sphere of influence. These areas are commonly referred to as the County Islands.
Background
On December 7, 1998, the Mayor and Common Council authorized the execution of an
agreement with the County of San Bernardino to provide Fire and EMS services in the County
Islands. Under the terms of the original contract, the City was compensated for these services at
a flat rate of$250,000 annually. The County would retain the responsibilities of fire prevention,
fire investigation, and administration of tax revenues for the contract areas.
The contract remained in effect at that rate until September 2006, at which time the
compensation to the City was increased to $487,000 annually. The basis for this increase was a
steadily increasing call volume within the City and the County Islands that required the City to
increase the number of emergency units staffed on a daily basis (see Attachment A).
The latest agreement expired on June 30, 2011. On June 6, 2011, a resolution authorizing the
City to enter into a new agreement with the County was submitted to the Mayor and Common
Council. In evaluating the renewal of this agreement, the Mayor and Common Council
requested additional information outlining the City's actual costs for providing the services and
the amount of tax revenue the County collects for the areas served.
According to tax records obtained from the San Bernardino County Fire Department, the amount
of property tax revenue collected from the County Island areas for FY 2010/11 was $678,432.
This amount is comprised of$104,662 for the Paramedic Special Assessment Tax and $573,770
in Ad Valorem Property Tax.
The estimated annual cost to the City for providing Fire and EMS services to the County Islands
is $473,295. The methodology used to arrive at this amount included dividing all related costs
into three categories consisting of dispatching and emergency communication, emergency
response, and infrastructure. The results of this analysis and a breakdown of the taxes collected
by the County for these areas are contained in Attachment B.
Financial Impact
The estimated revenue to be received from the proposed agreement to provide Fire and EMS
services to the County Islands is $487,000. The City's analysis of actual costs associated with
delivering these services is only slightly less than this amount at $473,296, which suggests that
the City is being appropriately compensated for the services rendered.
The cost factors associated with delivering these services include variables such as wage and
benefit costs and call volume that may change over time. Fluctuations in these factors will be
monitored by the Fire Department. Based on current salary and call volume trends, the Fire
Department does not foresee significant changes that would increase the City's cost of delivering
emergency services to the County Islands. However, should the City's costs increase beyond the
contract amount; the Fire Department will review the increases with the County and propose
changes in the contract amount to reflect the City's costs. If the County is unable to meet the
City's needs to continue service, the City will have the option to invoke the contract's provision
to terminate the agreement with a 60 day notice.
Recommendation
Approve resolution authorizing the City of San Bernardino Fire Department to enter into an
agreement with the County of San Bernardino to provide fire protection and paramedic services
to County unincorporated areas within the City of San Bernardino's sphere of influence from
July 1, 2011 through June 30, 2016.

Analysis of Costs Associated with Providing Fire and Paramedic Services to the
Coun1y Islands
Since December 7, 1998, the San Bernardino City Fire Department ("City")has provided fire
and Emergency Medical Services (EMS) to the unincorporated areas of San Bernardino County
that are located within the City's sphere of influence. These areas are commonly referred to as
the "County Islands". Currently, the City receives payment for these services at a flat rate of
$487,000 annually.
At the request of the Mayor and Common Council, the Fire Department has prepared the
following analysis of the City's annual costs associated with providing these services and the
amount of tax revenue the County collects for the areas served.
Tax Revenue
According to tax records obtained from the San Bernardino County Fire Department, the amount
of property tax revenue collected from the County Island areas for FY 2010/11 was $678,432.
This amount is comprised of$104,662 from the Paramedic Special Assessment Tax and
$573,770 in Ad Valorem Property Tax. As Table 1 shows, the collected amounts have declined
over the last three years. However, projections from San Bernardino County indicate that the
revenues will remain relatively stable at the current rate over the next fiscal year.

Determining Costs to the Citv
The current annual cost to the City for providing services to the County Islands is approximately
$473,295. The methodology used to arrive at this amount included dividing the costs associated
with providing services for the County Islands into three categories: dispatching and emergency
communication, emergency response, and infrastructure. The direct cost of service delivery was
based on either a per-call basis, or on the percentage of calls generated annually in the County
Islands, which is approximately 6.5% of Fire's total number of annual responses. The total
annual call volume was determined by averaging Fire's calls for service for calendar years 2009
and 2010.
Additionally, an administrative fee of 20%was added to each category to capture a portion of the
City's ongoing operational costs associated with supporting Fire and EMS service delivery. The
following is a detailed breakdown of the analysis.
Dispatching and Emergency Communications
The cost for dispatching and Emergency communications was calculated using a factor of$32
per call processed and an additional administrative fee of 20%. This covers the costs of wages
and benefits of dispatch personnel, supervision, dispatch center equipment and maintenance,use
of the radio system infrastructure, Information Technology support, and other administrative
support functions.
Table 2 reflects the costs related to dispatching and emergency communication. Note that the
total number of emergency calls processed is greater than the total number of emergency
responses which is reflected Table 3. This is due to the City's Emergency Medical Dispatch
(EMD) system and certain types of false alarms. In each of these cases; calls are processed by the
dispatch center,but the call ultimately does not require a Fire Department response.

Emergency Response
Costs associated with emergency response included wages and benefits of response personnel,
emergency apparatus, and EMS equipment, and are reflected in Table 3. This approach used the
average number of emergency calls for service in the County Islands over a two-year period
(2009-2010) as the foundation for the calculations. Fire Department historical data indicated that
the average amount of time that emergency resources spend on EMS calls for service was 32
minutes and the average amount of time on Fire calls for service was 50 minutes. These numbers
were multiplied by the number of Fire and EMS calls for service in the County Island to
establish the"Total Time on Task".
The Total Time on Task was then multiplied by rank specific pay rates and benefits for each
position assigned to a Fire Department emergency resource to establish the total personnel costs.
Table 4 outlines the number of personnel and apparatus that were used in this calculation.
Similarly, apparatus costs were calculated based on the amount of time each unit was assigned to
a call for service in the County Island and applying the hourly rate established by the California
Emergency Management Agency(CalEMA). This is the same formula that is used to calculate
State reimbursements for mutual services provided by local jurisdictions throughout the State.
Costs for EMS equipment were also included at a percentage reflecting the number of calls for
service generated in the County Islands, or 6.5%.
The additional administrative fee was then added to the total amount to account for various
administrative support functions including City support staff, uniforms, individual personal
protective gear, and depreciation of some of the specialized equipment.

Infrastructure
Costs associated with infrastructure include building maintenance, fire station utilities, and direct
support from other City resources including Information Technology and Facilities Services (See
Table 5). Depreciation of the Fire Department's twelve fire stations was established using a
straight-line depreciation method on a 50-year scale. Six and one-half percent of the annual
depreciation was included in the infrastructure costs, as this represents the percentage of the
City's total emergency calls for service that are generated in the County Islands.

Resolution authorizing the City of San Bernardino to enter into an agreement with the
County of San Bernardino to provide fire protection and paramedic services to County
unincorporated areas within the City of San Bernardino's sphere of influence from July 1,
2011 through June 30, 2016.
BACKGROUND
On December 7, 1998, the Mayor and Common Council authorized the execution of an
agreement with the County of San Bernardino. The agreement was to provide fire
protection and paramedic services to County unincorporated areas located within the City
of San Bernardino's sphere of influence. Since that time, there have been several
successor agreements that have continued the same service delivery to those areas by our
Fire Department.
The County of San Bernardino Fire Department has requested that the San Bernardino
City Fire Department continue to provide fire protection and paramedic services to
County unincorporated areas located within the City of San Bernardino's sphere of
influence.
The term of the agreement is for five years, from July 1, 2011 through June 30, 2016.
The County of San Bernardino shall pay the sum of$487,000 per year during the term of
the agreement (attachment A). The agreement stipulates that future annexations will
reduce the contract amount based on the audit/controller estimated current tax revenue to
be transferred by the County Fire Department. The agreement provides that either party
may terminate this agreement by giving not less than 60 days written notice to the other
party of said intent to terminate.
FINANCIAL IMPACT
The estimated revenue to be received for services rendered per the agreement is
$487,000. There is no increase from the previous year. This revenue has been budgeted
in the FY 2011/12 proposed budget.

12 said agreement, a copy of which is attached as Attachment A;

This AGREEMENT is made and entered into by and between the San Bernardino County Fire Protection District
(hereinafter referred to as "COUNTY FIRE"), County Fire Service Zone PM-2 (hereinafter referred to as "COUNTY
FIRE PM-2") and the CITY OF SAN BERNARDINO (hereinafter referred to as "CITY").

WHEREAS, it is the intent of the parties hereto that the fire services in a portion of COUNTY FIRE, depicted as on
attached map, be furnished to COUNTY FIRE by CITY subject to the terms and conditions contained herein; and,
WHEREAS, it is the intent of the parties hereto that the advanced life support (ALS/Paramedic) services in a
portion of COUNTY FIRE PM-2, depicted on attached map, be furnished to COUNTY FIRE PM-2 by CITY subject
to the terms and conditions contained herein; and,
WHEREAS, it is the intent of the parties hereto that CITY provide fire protection and ALS/Paramedic services to
COUNTY FIRE AND COUNTY FIRE PM-2 and that COUNTY FIRE and COUNTY FIRE PM-2 pay CITY for these
services.
NOW, THEREFORE, it is agreed as follows:
1. CITY will furnish fire protection services, including advanced life support (ALS). The CITY has the right to
bill for ALS services in any area not in COUNTY FIRE PM-2.
2. CITY will furnish fire cause and origin determination including investigations which it furnishes within its
own boundaries.
3. COUNTY FIRE will continue to provide fire protection planning and engineering services and agrees to
provide CITY with copies of commercial and industrial project conditions upon final approval of the projects
by the County.
4. CITY shall submit to COUNTY FIRE on a quarterly basis during the term of this contract a report of all fire
and ALS/Paramedic services provided during the term of this contract.
5. Term - This Agreement shall become effective July 1, 2011 and continue in effect through June 30, 2016.
Thereafter, the parties may agree to extend the Agreement for additional one-year periods on the same
terms and conditions.
6. Termination - Either party may terminate this Agreement by giving not less than sixty (60) days written
notice to the other party of said intent to terminate.
7. COUNTY FIRE and COUNTY FIRE PM-2 shall pay the sum of$487,000.00 per year during the term of this
Agreement. Such payment by COUNTY FIRE and COUNTY FIRE PM-2 to CITY will be made semi-
annually in arrears on or before June 30 and December 31 of each year. Should CITY annex all or any
portion or otherwise become legally obligated to provide fire protection services to any or a portion of the
area as depicted on attached map at any time during the effective period of the Agreement, COUNTY FIRE
and COUNTY FIRE PM-2, agree to reduce the contract amount based on the auditor/controller estimated
current tax revenue to be transferred from COUNTY FIRE. Only properties annexed prior to April 1" of the
current contract year will be used to recalculate the next year's contract amount.
8. Indemnification — COUNTY FIRE and COUNTY FIRE PM-2 agree to indemnify and hold harmless the
CITY, its officers, agents, employees or volunteers from any and all claims, actions or losses, damages,
and/or liability resulting from COUNTY FIRE's and COUNTY FIRE PM-2's negligent acts or omissions
which arise from COUNTY FIRE's and COUNTY FIRE PM-2's performance of its obligations under this
agreement.
The CITY agrees to indemnify and hold harmless COUNTY FIRE and COUNTY FIRE PM-2 and their
officers, employees, agents and volunteers from any and all claims, actions or losses, damages and/or

liability resulting from CITY's negligent acts or omissions which arise from CITY's performance of its
obligations under this agreement.
In the event COUNTY FIRE and COUNTY FIRE PM-2 and/or CITY is found to be comparatively at fault for
any claim, action, loss, or damage which results from their respective obligations under the agreement,
COUNTY FIRE and COUNTY FIRE PM-2 and/or CITY shall indemnify the other to the extent of its
comparative fault.
9. Insurance — COUNTY FIRE and CITY are authorized self-insurance public entities for purposes of
Professional Liability, General Liability, Automobile Liability, Workers' Compensation and Property Damage
and warrant that through their respective programs of self-insurance, they have adequate coverage or
resources to protect against liabilities arising out of the performance of the term, conditions or obligations
of this Agreement.
10. Notices -All notices hereunder shall be in writing and served personally or deposited in the United States
Mail, first class, addressed as follows:
