WHEREAS a petition, in due formsigned by the
qualified and registered electors of the City of San Ber-
nardino equal in number to thirty (30) per cent of the
entire vote cast for all candidates for mayor at the
last preceeding City Election at which a mayor
was elected , was heretofore filed with the Mayor and Common
Council of tie City of San Bernardino requesting that the
ordinance , accompanying the same , which ordinances is as
