AN ORDINANCE PROHIBITING THE BEATING OF DRUMS
4 OR PLAYING MUSICAL INSTRUMBNTS AlID PROHIBITING THE DELIVER-
.5 ING OF ORATIONS , SERMONS , SPEECHES , LECTURES, HARAlTGUES
6 AND SINGING WITHIN THE TRAVELED PUBLIC STREETS OF THE
7 CITY OF SAn BERNARDINO WITHOUT A PERMIT ,j ,PROVIDING FOR
8 THE ISSUAlTCE OF SUCH PERMITS AND REGULATING.. THE USE OF
9 SUCH STREETS FOR SUCH PURPOSE AlTD PROVIDING A PENALTY FOR

The Mayor and Common Council of the Clty.ofiSan
Bernardino do ordain as follows :
Section I:
It is hereby declared unlawful for any
person B% to beat any drum or sounding instrument , or
blow any horn , bugle or trumpet , or T~.~~w.'~xxaxx

in or upon any of the
traveled public streets of the City of San Bernardino

19 without first procuring from the Chief of Police a perw
20 mi t so to do ; which permi t the said Chief of Police

shall grant whenever in his judgment the granting thereof
will not interfere with the conveni~. or safety if
travelers .
24 Section 11.- It is hereby declared unlawful for ~
25 persoD t. deliver amy oration , sp.ech , sermon , lecture ,
26 harangue , or to preach , shout , or sing upon any of the
27 traveled pubiic streets of the City of San Bernar~in. ,
2H in a manner to cause a crowd to congregate , without first
29 procuring from the Chief of police a permit so to do ,
30 which. permit the said Chi ef of Police shall grant wh....
31 ever in his judgment the granting thereof will not inter~

fere with the convenience or safety of travelers

Section II!.- Any person or persons using any of
the traveled public streets of the City of San Bernardi..

conform to such directions as the Chief of Police may
give in rtlation to the streets to be used, the portioD
of such streets to be .... occupied and the manner of
such use .
Section IV.-
Any persoD violati..
any of the
provisions of this ordinance shall be deemed guilty of a
ai_demeanor and upon conviction thereof elm11 be punished
by a fine not exceeding $100.00 or by iaprisonment i.
the County jail for a period of not exceeding sixty
days , or by both such' fine and imprisonment in the
discretion of the court .
Section V.-
This ordinance shall take effect..4 be
in force from and after thirty days after its pass8ge and
approval.
Section VI.- The City. Clerk shall certify 'to the
passage of this ordi nance and cause the same to be pub1i~t-
for three consecutive days in The San Bernardino Daily Sua.
I ~ereby certify that the foregoing ordinance was
adopted and approved by the Mayor and Common Council of
the, city of San Bernardino at its meeting held on the~~
