It sha.ll be unlawful for any street car,'
whether propelled by elect ricit.y or otherwise , to be
run, opera.ted or prop ell d within the oorporato limits 0
the City of Sa..n Bernardino at a yeater rate of speed than
twonty mil es an hour; provided that upon that part of
