Agenda Item No._ ~ _ CITY OF SAN BERNARDINO - REQUE~ ( FOR COUNCIL ACTlvN STAFF REPORT In the development of design plans for the interchange of Route 330 and Route 30 near Boulder Avenue, staff met several times with representatives of Caltrans to insure adequate circula- tion and access to the system for the residents of the community. A design was selected that allowed access by ramps onto Pacific Street. In later development drawings, it became obvious that the Pacific Street area needed widening and improvements to the street and signals. This improvement was complicated by the area being declared a Historic Preservation Area. Lacking the ability to widen the streets because of the proximity of the historic buildings, Caltrans design team members again approached staff to discuss alternates. Subsequent meetings with the Mayor and Common Council seemed to produce agreement on a realignment and relocation of ramps to the new freeway so as to avoid the historic area and yet provide adequate circulation and access for the community. Staff has reviewed the proposed concept of a freeway to freeway interchange, no access at Pacific Street and a new diamond interchange at Central Avenue. Staff agrees that this design serves the community and community interests in the same or a better fashion as the original design. Caltrans has requested that the City take official action in the form of a resolution supporting the design changes outlined above. At this time, staff recommends such action and has attached a resolution for consideration. We, therefore, recommend adoption of the resolution supporting the design concept changes. 7-26-88 75-0264 24 25 26 27 28 7/26/88 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING THE DESIGN REVISION TO THE ROUTE 30/330 INTERCHANGE BY ELIMINATING 3 ACCESS AT PACIFIC STREET AND CREATING ACCESS AT CENTRAL AVENUE. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOllOWS: 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 SECTION 1. The Mayor and Common Council of the City of San Bernardino recognize the need to complete the Route 30/330 Freeway project between Arden and Fifth Street as expeditiously as possible; and SECTION 2. The provision of local service access to the Route 30/330 Freeway at Pacific Avenue could result in delay to the project due to possible impacts on the Highland Historic District in the vicinity of Palm and Pacific. SECTION 3. The proposed elimination of the Pacific Avenue access and a new access at Central Avenue provide adequate access and circulation to the community. SECTION 4. The Mayor and Common Council of the City of San Bernardino acknowledge support for CAlTRANS' concept of revising the design of Routes 30 and 330 to eliminate the local service connections to Pacific Street and constructing a new local service interchange, in the vicinity of Central Avenue with appropriate improvements to the local road system.
