Description) Street Vacation proceedings Finance: :ouncil Notes: II? ell: OF SAN BERNARDI[ ) - REQUE~ r FOR COUNCIL ACT )N STAFF REPORT A request was received by this office to vacate the frontage road South of Highland Avenue, East of Elmwood Road, as shown on the attached map. The request came from two of the property owners who adjoin the area proposed for vacation and represents 66% of those property owners adjoining the street, and are the owners of Lots 2,3,4,5 and 6, as shown on the attached map. The petitioners have deposited the required $200.00, which represents one-half of the total fee of $400.00. The remaining $200.00 will be due after the investigative proceedings. If authorization to proceed is granted, all interested City Departments and utility companies will be notified of the proposal and given opportunity to comment. This area in question seems to serve only those businesses that adjoin it, and doesn't seem to serve the general public. The petitioners have advised us of congestion problems due to cars parking on both sides of the street, making access to the parking lots not only difficult, but dangerous, due to the limited sight distance created by the parked cars on the street. Even though this area adjoins Highland Avenue to the south, it is physically separated from it by a narrow median strip, and a separation in the grade. The remaining right of way width on Highland Avenue is sufficient to conform to the standards in this area. It is recommended that the Director of Public Works/City Engineer and the City be authorized to proceed with the proposed vacation, and that Plan No. deliIleating the area proposed for vacation be approved.
