Description) Signing Material s Council Notes: 75-0262 Finance: ~~ Agenda Item No. S~.Z/ CITY OF SAN BERNARD~'~10 -REQUEST FOR COUNCIL AC'*ION STAFF REPORT Residents of the area surrounding Harrison Canyon Park, which is located at the northeast corner of Golden Avenue at 39th Street, are complaining about the high level of vandalism and other illegal activities that occur in this neighborhood park. This ongoing problem, which occurs mainly at night, is primarily caused by teenagers when they congregate and party in the park. A meeting was held on October 15, 1988, with the area residents and City officials to discuss and develop solutions to this ongoing problem. One of the solutions that was agreed on at the meeting, was to prohibit parking on the adjoining streets between the hours of 8:00 p.m. and 6:00 a.m. This will not only discourage the young adults from congregating in the park, but also will help provide better monitoring and enforcement of illegal activities. Implementing the night time parking restriction will not have adverse impact on the parking demand to the residential area next to the park. Therefore, we concur with this solution and recommend the approval of this night time parking restriction. It should be realized that prohibiting parking adjacent to the park may encourage the troublemakers to park across the streets in front of the residences. This relocation could result in some complaints. URGENCY CLAUSE: The residents in this area are impacted by an intolerable situa- tion due to rowdy behaviour by up to 200 teenagers. A meeting was held on 10-15-88 to review this emergency situation and develop solutions. One solution developed was to restrict parking on adjoining streets. RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION N0. 3985 ENTITLED, IN PART, "A RESOLUTION. .PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS OR PORTIONS THEREOF. ." TO ESTABLISH A NO PARKING ZONE BETWEEN THE HOURS OF 8:00 P.M. - 6:00 A.M. ON THE NORTH SIDE OF THIRTY-NINTH STREET, BETWEEN GOLDEN AVENUE AND A POINT APPROXIMATELY 500 FEET WESTERLY THEREOF; AND ON THE WEST SIDE OF GOLDEN AVENUE, BETWEEN THIRTY-NINTH STREET AND A POINT APPROXIMATELY 500 FEET NORTHERLY THEREOF. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITYI OF SAN BERNARDINO, AS FOLLOWS: SECTION 1. Resolution No. 3985 which prohibits parking upon certain designated streets or portions thereof, Section One, Subsection (13.3b) Golden Avenue, (b) is amended to add: (b) Between the north line of Thirty-Ninth Street and a point 500 feet north, applicable to the west side only. Subsection (31.06) Thirty-Ninth Street (A) is amended to read: (a) Between the west line of Golden Avenue and a point 500 feet west, applicable to the north side only.
