STAFF REPORT
On March 3, 1987, the Inlam Empire Hispanic 01amber of Cat1mel::ce
submitted a fumi.n;J proposal for $22,285.50 to develop an EmployIOOllt
Preparedness project.
On May 18, 1988, the Mayor am Catm:m Council approved moo fumi.n;J of
the project which approved am adopted the Ccmm.mi.ty Development citizen
Advisory Committee (CIX:AC) rec:xmnermtion. A letter was sent to the
Hispanic 01amber on May 26, 1987 requestirg that a detailed budget am
scope of services be fo:r:warded to the ComInuirity Develq.ment Department
so an agreement could be prepared am the project initiated. No
response was received to this or a number of future requests for said
infonnation.
'!he Community Development Department currently has a joint powers
agreement with the San Bernardino County Department of Economic am
Community Development for a Hispanic 01amber project fumed in FY
1984/1985, which includes various activities for the education of
hispanic business owners. '!he City's portion of this agreement was
$45,000.00. CUrrently, the balance in that acx:::ount is $10,572.00. '!he
City has requested quarterly reports fran the Hispanic 01amber to
detenni.ne the progress of this activity am to date, no response has
been received despite written am verbal requests. '!he County ECD is
lead agency for this project am it has irxlicated that the Hispanic
01amber has internal am organizational problems, which are hirrlerirg
its perfonnance in this contract (84/85).
It appears that the apparent internal problems of the Hispanic 01amber
prevent it from fully executirg its responsibilities urrler the FY
1987/1988 proposed agreement for $22,285.50 as evidenced by its
perfonnance urrler the FY 1984/1985 agreement with the City am County.
staff reconnnends that the Mayor am Cc:a1'm:>n Council authorize staff to
close out the FY 1987/1988 mB:;-fun:ied Hispanic Clamber project am that
funjs in the annmt of $22,285.50 be transferred to the moo
Appropriated Reserve Account (contirgency).

Comment:
The Hispanic Chamber is being advised of recommendation.
They could reapply for funding at a later point if project is
closed out.
